Description
Description of Services: The Contractor shall provide IT support services for the Command, Control, Communications, and Computers (C4) systems that support ONR Headquarters in Arlington, Virginia (approximately 1,100 users); as well as ONR field locations in Boston, Atlanta, Seattle, San Diego, and Chicago (approximately 90 field location users); and ONR Global (ONRG - approximately 35 users) in Singapore, London, Tokyo, Santiago, and Hawaii, as required. The scope of this Contract is to provide services for program management, business process improvement, and operational support services to ONR as it further develops its emerging business processes supported by state-of-the-art information technologies. The goal is to ensure full exploitation of those processes and technologies and to ensure that business processes are continually reviewed to identify where improvement opportunities exist. This includes all ONR networks (Secret Internet Protocol Router Network (SIPRNET), Nonsecure Internet Protocol Router Network (NIPRNET), Defense Research Enterprise Network (DREN)); and applications and capabilities (e.g., Navy Research Information System (NAVRIS), Contract Writing Tool, Intellectual Property Management Information System (IPMIS), Business Intelligence (BI), AwardWeb, and Oracle on Demand). The final objective is the divestment of legacy systems; movement to a business delivery framework; and a successful, seamless transition to Navy Enterprise Resource Planning (ERP). ONR partially operates within the Navy and Marine Corps Intranet (NMCI) environment, using its Seat Management capabilities for PCs, phones, and printers, while preparing itself for a transition from its legacy infrastructure to Navy's Next Generation (nGEN) and Navy ERP implementation--currently scheduled for 2012. Anticipated Solicitation Release: Mid - Late March 2010 Anticipated Award/Start Date: June/July 2010 Availability of Solicitation: Posted/Obtained electronically through www.fedbizops.gov Solicitation Responses: All sections of the proposal will be delivered to GSA/FEDSIM in Arlington, VA. The date, time and address for submittal of proposals will be provided in the solicitation. Description of Procedures: Oral technical proposals will be required along with the submittal of written technical proposal and price/cost (with applicable back-up documentation) proposal. The details will be provided in the solicitation. Duration of Contract: 5 years Quantity: Base + 4 years All responsible 8(a) contractors may submit a proposal during solicitation which shall be considered by the agency.
