- The INSCOM Directorate of Contracting intends to negotiate, on a sole source basis, a contract with Viking Air Limited, Sidney, British Columbia, Canada for Dash 7 Digital Library, part number: PSM 1-7-DTL-1 and 4 each annual Renewal Subscriptions, part number: PSM 1-7-DTL-1 SUB. These are utilized in support of the INSCOM Aviation Systems mission. This notice of intent is not a request for competitive proposals or a solicitation of offers. No solicitation document is available. Interested parties may submit their interest and ability to meet INSCOM Directorate of Contracting needs. However, responses received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by INSCOM Directorate of Contracting not to open this requirement to competition based upon any written responses to this notice is solely within the discretion of INSCOM Directorate of Contracting.
