- BAA10-DNDO-01 The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Domestic Nuclear Detection Office Acquisition Division (DNDOAD) is seeking proposals under this single-topic BAA for the performance of research, development, design, and demonstration an Advanced Radiation Monitoring Device (ARMD). Specifically, DHS/OPO/DNDOAD is seeking innovative research and development that will exploit emerging scintillation detection materials and photon-to-electron conversion technologies to create new core sensors for a family of advanced nuclear detection capabilities. Supported capabilities will include highly compact personal spectroscopic radiation detectors, urban or tactical unattended sensors networks, and/or creating large area arrays of small detector units. Users may include maritime boarding parties, personnel at general aviation facilities, security details at high profile events, and law enforcement monitoring of non-entry border locations or urban locals. Proposals are encouraged from private industry, academic institutions, and non-profit organizations. Prohibited from serving as prime but encouraged to participate as sub-contractors for this BAA are National Laboratories, Federal Government Laboratories, National Agencies, Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), and Federal Government activities. In addition, small and disadvantaged businesses (SDB), women-owned businesses, and HUB-zoned enterprises are encouraged to submit proposals, and join others as team members in submitting proposals; however, no portion of the BAA will be set-aside pursuant to FAR Part 19.502-2. A pre-proposal conference will be held on April 1, 2010 in Washington, D.C., as outlined in the BAA. The purpose of the pre-proposal conference is to discuss Government Furnished Equipment (GFE) including new scintillator materials SrI2 and CLYC which are described in section VII of the BAA. Any organization that wishes to participate and/or submit a proposal in response to this solicitation must create an account at https://dndobids.dhs.gov before the due date and time established in this BAA, there will be no exceptions. It is very important to follow the registration instructions provided under Section IV of the BAA. Registration is required before a proposal can be submitted. No phone calls will be accepted and the BAA will be issued via FedBizOps in electronic copy only. White Papers WILL NOT BE ACCEPTED.
