- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Synopsis N000178-10-R-1009 replaces synopsis N000178-09-R-1005, which was posted on 20 January 2009. The requirement has not changed; however, due to the amount of time that has passed, this requirement is being synopsized for a second time to assess the current market conditions. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a cost-plus-fixed-fee contract on a sole source basis with Insitu Group Inc., 118 E. Columbia River Way, Bingen, WA 98605-9011. The proposed procurement is for modifications, engineering support, and training for Scan Eagle Unmanned Air Vehicles (UAV). Insitu Group is the sole designer of the Scan Eagle UAV and award of the proposed contract would ensure that modification, support and training are made within original design constraints. Insitu Group is the OEM, and the only viable source which would allow modifications and interface with exiting hardware. The solicitation was issued 18 March 2009 and the requirements have not changed. The anticipated award date is 29 March 2010. The period of performance will be date of award through five (5) years.
