RFQ HQ0566-10-Q-0017 Statement of Objective (SOO) BUSINESS TRANSFORMATION AGENCY Research and Interviews for “Beware False Choices” 1.0 Title This effort acquires research support, interviews, writing, publishing, and management for the book “Beware False Choices.” 2.0 Background The Business Transformation Agency (BTA) is specifically responsible as a corporate level service organization for the Department of Defense (DoD), accountable for successful definition and execution of DoD-wide business improvement initiatives and system investments. The Agency operates under the authority, direction, and control of the Deputy Chief Management Office. Mission The mission of the BTA is to guide the transformation of business operations throughout the Department of Defense and to deliver Enterprise-level capabilities that align to warfighter needs. Vision The BTA will be recognized as the champion for driving and accelerating improvements to business operations across the Department of Defense. We will serve as a magnet to attract talented, dedicated professionals, creating a model for transformation leadership across the federal government Key mandates driving the transformation of the Department’s business processes include the President’s Management Agenda, the Office of Management and Budget’s (OMB) e-Gov Initiatives and the OSD Networks & Information (NII) Net-Centric Strategy. An important priority of the National Defense Authorization Act of 2005 is the business transformation of the military. This transformation initiative is a significant effort that will affect the business, data, applications, and technical infrastructure layers of the DoD enterprise. The objective of the BTA is to provide decision makers within the Department of Defense accurate, useful, reliable and timely financial data and management information. The objective of the BTA is to attain improvement in system performance, standardization across DoD agencies, and the ability to sustain an unqualified audit opinion. The BTA efforts will provide substantial improvements over data and information currently used by DoD Agencies in the execution of their fiduciary and management responsibilities 3.0 Scope In an effort to further business transformation across the enterprise and encourage business process reengineering, the BTA is sponsoring research on BTA and interviews of key BTA personnel for inclusion in the upcoming book “Beware False Choices”. Harlan Ulman is the author working on this book which is in progress. This book will help inform the DoD community of leading business practices and pitfalls. 4.0 Objectives Assess the progress of research in the subject area, identify critical lessons learned, and through interviews incorporate the perspectives of key BTA personnel into the research effort. This book will incorporate lessons learned and insight from key BTA personnel. 5.0 Specific Tasks 5.1 Research for the book in process entitled “Beware False Choices” by Harlan Ulman. The Contractor shall provide the following: •Interview key personnel for thoughts and insight into the DoD enterprise and business process reengineering •Research DoD and Industry best and worst practices for applicability to “Beware False Choices” and include in published book •Monitor progress on “Beware False Choices” and provide periodic updates 1. Task Deliverable – Periodic progress reports 2. Draft manuscript for review and approval 5.2 Publish book entitled “Beware False Choices” The contractor shall provide, at the completion and compilation of the research and interviews copies of the book “Beware False Choices”. 1. Task Deliverable – Book entitled “Beware False Choices” 6.0 Deliverables The destination point for all deliverables is the BTA or a site specified by the BTA. The contractor shall submit all deliverables to the Contracting Officer’s Representative (COR). The COR will then ensure that acceptance of the deliverable is coordinated with the Procuring Contracting Officer (PCO) and BTA personnel. After coordination of the parties, the COR will accept the deliverable, subject to DoD Security and Public release approvals, or provide written comments to the contractor concerning any deficiencies in the deliverable. 7.0 Contract Type This SOO will be awarded on firm fixed price basis. 8.0 Travel The Government anticipates travel to DoD offices within the Continental United States (CONUS). All travel will be authorized by the COR and reimbursed at a cost not in excess of the then current Joint Travel Regulations (JTR) or the most favorable commercial transportation rates. Reimbursement for local travel in the National Capital Region is not authorized. 9.0 Security and Privacy Requirements All work performed will be UNCLASSIFIED in nature. The contractor shall not divulge or release data or information developed or obtained in the performance of this SOO except to authorized Government personnel or upon written approval of the Contracting Officer. The contractor shall not use, disclose, or reproduce any proprietary data, other than as required in the performance of this SOO and subsequent Orders. Contract personnel visiting any Government facility in conjunction with this Order shall be subject to the standards of conduct applicable to Government employees. Site specific approval regarding access, issue of security badges, etc. will be coordinated as required. 10.0 Place of Performance The work is to be performed at the Contractor’s facilities, in Government or other facilities as designated by the BTA. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
