Description
Request for Information (Sources Sought Notice) – DOL101RI20236 Technical Assistance for Employment and Training Initiatives The U.S. Department of Labor is seeking qualified contractors that can provide programmatic technical assistance to the workforce investment system. The activities of this initiative are being undertaken by the Employment and Training Administration (ETA). We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. The NAICS Code is 541611, Management, Scientific and Technical Consulting Services, and the Small Business Standard is $7.0 million. ETA supports the publicly funded workforce system by developing training, policy guidance and technical assistance to enable high quality services to workforce system customers including both job seekers and employers. These customers may include, but are not limited to, dislocated workers, adults and youth seeking jobs or career advancement; job seekers seeking to reconnect to the labor market; apprentices; and all other individuals accessing labor exchange services, as well as employer customers seeking workers. An important component of ETA’s work is the development of technical assistance for the public workforce system’s workforce investment and employment service functions. The contractor will support ETA’s efforts to provide this technical assistance, training, and communication for workforce investment activities. The contractor will be responsible for providing a wide range of critical subject matter expertise on workforce development, and for supporting improvements in the public workforce system’s capacity to provide quality services. Activities to be undertaken may include: •Assessing technical assistance needs; •Developing technical assistance strategies; •Researching and documenting available technical assistance resources; •Providing technical expertise, coaching, and mentoring on a broad array of workforce development topics; •Documenting, analyzing, communicating, and supporting the adoption of best practices; •Developing and implementing peer-to-peer learning exchanges; •Developing training courses and materials to meet technical assistance gaps (including online and in person training, desk guides, and assessments); •Developing and supporting online communities of practice; •Creating communication vehicles and messaging on key workforce development strategies; •Facilitating work group meetings; •Providing logistical support, conference and meeting planning as it relates to the activities above; All contractors responding to this announcement should demonstrate their experience in the aforementioned work by describing relevant engagements underway or completed. Pertinent factors for consideration of qualifications are the primary contractor’s demonstrated experience with the following tasks. (1) Designing training and technical assistance tools for grantees and other publicly funded entities engaged in workforce development activities related to job seeker and employer needs. Examples include core and intensive services for adults and youth, career pathway development, business services, sector strategies including green jobs, front line services and training dislocated workers, partnership development and collaboration, and strategic leadership. (2) Demonstrated ability to enlist recognized subject matter experts and to identify subject matter representatives at relevant federal agencies, on topics such as those in (1) above. (3) Creating resources and tools designed to improve the delivery of workforce development services across the country; (4) Managing a nationwide peer-to-peer learning exchange to improve performance among individuals or grantees (includes all logistical support, technical support, and provision of necessary resources); (5) Managing a nation-wide coaching and mentoring program that pairs individuals or grantees with more experienced subject matter leaders, with the goal of increasing performance among targeted individuals or grantees (including all technical support, logistical support, and provision of necessary resources); (6) Providing technical assistance on policy alignment for state and local stakeholders; (7) Planning and managing technical assistance meetings, conferences or institutes of 20-500 (or more) attendees, including all pre-conference work, post-conference wrap-up, conference proceedings, and evaluation; (8) Collecting promising practices either in-person or virtually from experts in social service delivery, analyzing the information, and developing and implementing a national dissemination strategy; (9) Developing and supporting online Communities of Practice that allow participants to share information and resources using social media tools such as blogs, wikis, discussion threads, etc.; (10) Implementing outreach activities that support other major TA tasks, such as informing potential users of available resources, encouraging practitioners to collaborate, and inviting practitioners to participate in events, ; (11) Demonstrated capacity to undertake and manage, simultaneously, several medium to large scale technical assistance efforts (as described in factors 1-10) through the application of existing staff; All interested parties are invited to submit a capabilities statement to Ms. Marsha Daniels, Contract Specialist, Division of Contract Services, 200 Constitution Avenue, NW, Room N4655, Washington, DC 20210. Responses are due March 5, 2010 by 4 p.m. EST. Electronic copies of capability statements are preferred and may be emailed to daniels.marsha@dol.gov. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
