Recovery - Adult Fish Electro-Anesthesia SystemAMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROJECTTHIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE SOLE SOURCE PROVIDER: SMITH-ROOT INC. of Vancouver WA. This is not a solicitation. The U.S. Fish and Wildlife Service, Little White Salmon/Willard National Fish Hatchery (NFH) Complex, 56961 SR14, Cook WA 98605-9063 has a requirement for the rehabilitation of the electric anesthetic in the spawning facility: specifically the design layout for installing equipment to retrofit the existing spawning room for one Electro Anesthesia system EA-1000A, Manual #08117 including basket system. The only known source meeting the FWS requirement is the patent holder of the Electro Anesthesia, Smith-Root Inc. This acquisition uses a brand name description peculiar to one manufacturer with whom a turn-key solution can be provided meeting all requirements. The statutory authority used is 41 U.S.C. 253(c) (1). In accordance with FAR 6.302-1 - Only one responsible source and no other supplier or services will satisfy the agency requirements as outlined above. NATURE/DESCRIPTION OF ACTION(s) (FAR 6.303-2(a) (2)). The U.S. Fish and Wildlife Service, Little White Salmon/Willard National Fish Hatchery (NFH) Complex, 56961 SR14, Cook WA 98605-9063 has a requirement for the rehabilitation of the electric anesthetic in the spawning facility: specifically the design layout for installing equipment to retrofit the existing spawning room for one Electro Anesthesia system EA-1000A, Manual #08117 including basket system. This acquisition will enable the Service to receive a turn-key solution to handling the increased throughput of adult fish, provide an environment that will avoid employee injuries when handling a huge number of extremely large fish (each weighing 25 pounds), and assure workloads are met, due to the increase in production and adult return, with the existing staff. 3. DESCRIPTION OF THE SUPPLIES/SERVICES (FAR 6.303-2(a) (3)). In accordance with FAR 6.302-1 - Only one responsible source and no other supplier or services will satisfy the agency requirements as outlined above. This acquisition uses a brand name description peculiar to one manufacturer with whom a turn-key solution can be provided meeting all Government requirements. Realistically other vendors would simply be acquiring the same sole source item and adding individual surcharges. Therefore, award to any other source would only result in duplication of cost to the Government that is not expected to be recovered through competition. 5. DEMONSTRATION OF CONTRACTOR'S UNIQUE QUALIFICATIONS (FAR 6.303-2(a) (5)). This requirement is for a sole source procurement with Smith-Root Incorporated, 14014 NE Salmon Creek Avenue, Vancouver WA 98686-1610. Smith-Root Inc. manufactures and provides complete installation of their patented Electro-Anesthesia System EA-1000A, Manual #08117and design for ancillary equipment. This patented technology greatly enhances the handling of fish of various sizes processed in the hatchery environment. There is no information that would indicate the existence of any other similar system. 6. FEDERAL BUSINESS OPPORTUNITIES AND ELECTRONIC COMMERCE FOR POTENTIAL SOURCES (FAR 6.303-2(a) (6)). Publication is required under FAR 5.704 Publicizing Requirements under the American Recovery and Reinvestment Act of 2009. 7. DETERMINATION OF FAIR AND REASONABLE COST (FAR 6.303-2(a) (7)). As reflected in the table provided in #8 Market Research, the similar construction procurements involving turn-key solutions by Smith-Root Inc. indicate that their pricing would be fair and reasonable. Totals are provided in the table below. 8. DESCRIPTION OF MARKET RESEARCH (FAR 6.303-2(a) (8)). As reflected in the table below, market research indicates previous procurement history was sole source: {Pricing information deleted.} 9. ANY OTHER SUPPORTING FACTS (FAR 6.303-2(a) (9)).
