- POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND ANY AMENDMENTS THAT MAY BE ISSUED. THIS ACQUISITION IS BEING ADVERTISED UNDER FULL AND OPEN COMPETITION. The National Institutes of Health (NIH), Biological Resources Branch (BRB) is soliciting sources capable to support its effort in providing high quality biological research reagents and biological standards to qualified investigator for preclinical and laboratory studies. Specifically, the contractor shall provide qualified personnel and facilities to operate a computerized inventory system and repository for the acquisition, receipt, storage and distribution of biological reagents and standards. Facilities shall include sufficient, well-monitored and appropriately controlled space for -70 degree C, -20 degree C, 4 degree C, and liquid nitrogen storage. Aseptic facilities should also be available to sterilely aliquot and label new products. Major tasks under this project will include: 1) receiving reagents shipped to the repository for storage and distribution; 2) aliquoting select materials into appropriate sized vials or containers; 3) receiving orders for materials via computer or facsimile; obtaining additional information as necessary for shipping and filling requests; 4) storing materials at proper temperatures; 5) maintaining current and accurate inventories and records of shipments for all materials; 6) initialing preparation and periodic updates of product information sheets on all materials shipped; and 7) advertising repository capabilities and inventory in international and national journals of interest. The following MANDATORY QUALIFICATIONS CRITERIA must be met at the time of receipt of the Final Proposal Revisions (FPRs) by the contractor: (a) must have adequate facilities as specified in the solicitation in which the Biological Resources Branch repository can be maintained; where orders and requests can be received within fourteen (14) calendar days after contract award and from which reagents can be shipped within twenty-one (21) calendar days after contract award; (b) the repository serves as a storage point for immunotherapy and other biological reagents that are undergoing testing prior to regulatory approval of use in humans. There materials must be maintained under current Good Manufacturing Practices suitable conditions in order to ensure their integrity prior to their transfer to a clinical storage site. Request for Proposal (RFP) N02-CM-07003-65 will be available on or about March 15, 2010 and receipt of proposals will be due on or about 2:00 p.m., Eastern Prevailing Time on April 16, 2010. The RFP will only be available electronically and must be accessed through the National Cancer Institutes', Office of Acquisitions external website at URL: http://rcb.nci.nih.gov/ Once there, click on Current Requests for Proposals. All information required for submission of a proposal will be contained in the electronic RFP package. POTENTIAL OFFERORS WILL BE RESPONSBILE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS, FAILURE TO DO SO WILL BE AT YOUR FIRM'S OWN RISK. It is the offeror's responsibility to monitor the above Website for the release of this RFP and amendments, if any. This solicitation is anticipated to result in one (1) award to an offeror capable of performing all aspects of the work described in the Statement of Work (SOW). It is anticipated that a single award, cost-plus-fixed-fee, term-type contract will be awarded on or before May 31, 2010, for a base period of one-year, plus four (4) one (1) year options. The Government's estimated effort for this project is 1,612 direct labor hours per year. This advertisement does not commit the Government to award any contract. The North American Industry Classification System (NAICS) code is 541990, with a size standard of $25.0 million. This is a recompetition of Contract No. N02-CM-62211, awarded to Fisher BioServices in the amount of $539,612 for an original period of performance of April 1, 2006 through March 31, 2011; however, the effective date was changed to June 1, 2006. During the course of this contract, the expiration date of the contract was revised to May 31, 2010.
