- Description
- The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), Division of Violence Prevention (DVP) intends to award a sole source, four year cost-plus-fixed-fee R&D contract, in accordance with FAR Part 15- Acquisition by Negotiation to Safe Place, P.O. Box 19454, Austin, TX 78760. Safe Place is the developer and owner of the Expect Respect Support Group (ERSG) program. The purpose of this acquisition is to implement a controlled evaluation to determine the effectiveness of Expect Respect Support Groups on reducing teen dating violence victimization and perpetration according to IRB approved procedures. Authority for CDC's National Center for Injury Prevention and Control to collect this data is granted by Section 301 of the Public Health Service Act (42 U.S.C. 241). This act gives federal health agencies, such as CDC, broad authority to collect data and do other public health activities, including this type of study. Because this is a sole source procurement, no solicitation will be posted to FedBizOpps. We will only issue a solicitation to Safe Place. CDC anticipates soliciting and negotiating with only one source under the statutory authority 10 U.S.C. 2304(c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor will conduct a controlled evaluation using the interviewers already hired and trained, and the ERSG curricula they developed and tested in the pilot study. This acquisition is a sole source to Safe Place because the researchers at Safe Place have extensive experience in conducting research on teen dating violence and in the follow-up of such population. In addition, Safe Place has a rapport with the Austin Independent School District (AISD) and surrounding potential control school districts, which have a sufficient student population to be able to recruit the number of participants required for this evaluation (600) within a year's time. Safe Place also has renowned teen dating violence advocacy services for referrals as required. These conditions are critical to adequately follow IRB approved procedures and completing the baseline and follow-up data collection. CDC believes that Safe Place is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Mr. Thaddeus Rollins via email to tnr6@cdc.gov using the reference ERSG Program in the subject line, no later than 11:59 pm Eastern Time, 13 March 2010.
