- The U.S. Army Natick Soldier Research, Development & Engineering Center (NSRDEC), Natick, MA, Clothing and Configuration Management Team on behalf of the Product Manager, Soldier Clothing and Individual Equipment have identified a need for fabric producers that have the capability to produce alternate flame resistant fabrics that could be utilized in the Flame Resistant Army Combat Uniform (FR-ACU). This flame resistant fabric must meet or exceed the FR-ACU, Flame Resistant Fabric Purchase Description, GL/PD 07-12, dated 29 July 2008, including Tear Strength, Break Strength and Air Permeability performance. Additionally these fabrics must be capable of meeting the following American Standard Test Methods (ASTM), when utilized in a finished garment ASTM F 1930-00 (Instrumented mannequin Evaluation), ASTM D 6413(Vertical flame evaluation of fabric substrate containing after flame, after glow and char length) and ASTM D 3884-01 (Durability of materials).To be considered for this sources sought the source must submit technical information and independent test data explaining the characteristics, performance and composition of their fabric in meeting the requirements contained above. Additional Participation Requirements- Sources must include all appropriate Material Safety Data Sheets (MSDS), safety and health information. Fabric weight ranges to be utilized in FR Trousers will be between 6.50oz and 8.0oz, and fabric to be utilized in FR Coats will be between 5.50oz-6.50oz. Fabrics must be capable of accepting Permethrin after treatment without degrading performance. The intentions of this RFI are to investigate qualifying alternate flame resistant fabrics, not to replace the currently utilized fabric in the FR-ACU. The government is conducting this market investigation to acquire information on the types and sizes of businesses that will be able to compete on future contracting actions, potential costs, as well as delivery capabilities. Interested firms are requested to submit relevant information on their company within ten (10) days following the publication of this RFI. Any relevant company background/experience, business category, costs, and any other information that the company believes demonstrates their value / ability to meet the aforementioned requirements should be included. Respondents must be registered in the Central Contractor Registration (CCR) database and provide a DUNS number. Firms may register for CCR at www.ccr.gov. All information and evaluation results will be controlled and used for governmental purposes only.
