NRC Technical Library List of Titles U.S. Nuclear Regulatory Commission Office of Information Services Information & Records Service Division Technical Information Center Section Project Title: Serials Subscription Services Ref: OIS-10-31210 This is a sources sought notice issued by the U.S. Nuclear Regulatory Commission (NRC) Office of Information Services, Technical Library. This is not a Request for Proposal. The NRC is conducting a market survey and analysis to determine the range of available contractors that exists and assess their capabilities to perform the work requirements described below. The purpose of this announcement is to provide potential sources the opportunity to submit information regarding their capabilities to perform work for the NRC free of conflict of interest (COI). For information on NRC COI regulations, visit the NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html). All interested parties, including large businesses and all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are invited to submit a response to the market research questions below and submit capability information describing their ability to perform the work requirements set forth below; the applicable NAICS code for this notice is 425120. Responses are due no later than March 12, 2010, 12pm. The Government will not reimburse respondents for any costs associated with submission of the requested information. Brown, Division of Contracts, MS TWB-01-B10M, Washington, DC 20555. Background: The NRC Technical Library supports the mission and strategic goals of the agency. The Library provides resources and services for accurate, timely information and document identification and retrieval. The staff of the Technical Library acquires, processes, and maintains collections of scientific and technical materials essential for the NRC’s regulatory activities. The NRC Library currently subscribes to approximately 300 serial titles, both domestic and foreign. Most are scientific in nature, but general magazines are received as well as legal journals. Subscriptions to these serials are necessary to provide current information and research on subjects of vital interest to NRC staff in performing their duties. Because of the number of titles involved, the services of a subscription agent are required. Capability Sought: The NRC is seeking to identify commercial organizations capable of providing serials subscription services for the NRC Technical Library for renewing existing subscriptions and ordering new serials subscriptions for the Library and other NRC offices. Subscriptions include both single and multiple addresses from domestic and foreign publishers published in paper and other formats. Related services such as claiming missing or damaged serials, identifying new titles, and notification of bibliographic changes for existing titles are also included in this notice. Respondents should provide capabilities which demonstrate their ability to perform the following work requirements: Ordering Subscriptions - execute and manage orders for renewal of existing serials’ subscriptions, as well as ordering new serials’ subscriptions. This includes ensuring timely prepayments, processing claims, ensuring timely and complete delivery of ordered subscriptions, and access to the company’s online catalog of subscription titles to determine availability, format, and cost prior to placement of an order (see attached list of titles). Claiming – provide electronic claims services and documentation on claims’ procedures/instructions, i.e. manuals, reference guides, web documents, etc. Reporting – provide reports and other administrative support for serials management including outstanding claims, status of unresolved title orders, lists of current subscriptions, and additional copies of invoices either in print or electronic copy. Electronic serials - assist with license agreements with publishers. The NRC is seeking commercial organizations that are interested in supporting our requirements. Please address the market research questions below and provide capability information on your staff’s qualifications and your firm’s corporate experience and qualifications as demonstrated through similar contracts or efforts. 1.How long has your business been in operation, and what is your company’s experience with federal libraries? 2.What type of business is your company (i.e. small, 8(a), large, etc.)? 3.Which GSA FSS contracts, if any, do you possess? When do they expire? 4.Describe how your company place orders? (Describe whether your company pays the publisher in advance of invoicing the customer.) 5.Describe how your company process claims for missing, damaged or overdue serials? 6.Describe how your company negotiates license agreements for electronic serials for customers? 7.How does your company establish pricing for serials and services for multi-year contracts?
