- The Michael E. DeBakey VA Medical Center (MEDVAMC) is seeking a qualified Architect/Engineering (A&E) Firm with specialty and/or experiences in Healthcare Design of Specialty Care Services to prepare documents for "Build-Out 2nd Floor for Specialty Care Services" located at 2002 Holcombe Blvd., Houston, Texas 77030. The A/E must have prior experience with at least three (3) similar size projects. This procurement is full and open competition and is restricted to firms located within a 100 mile radius of the MEDVAMC. The NAICS Codes is 541310 with a size standard of $4.5M in annual sales receipts. The A/E Selection Process will be done in accordance with FAR 36.602-1. All work shall comply with current VA Master Specifications and Standard Details. Work will be in accordance with the provided scope of work, and is to be done in a first class manner as approved by the Facility Manager. Following is the scope of work for this project: Scope of project: The A&E firm shall provide professional and technical services to develop architectural, MEP, equipment plans, construction bid documents, and provide construction period services. The project is for the design of the 2nd floor build-out that will provide a vertical expansion at the 2nd floor level of the Main Hospital building. The new addition will construct approximately 25,000 SF of triangular shaped service module similar to existing. The work will include but not limited to composite steel frame structure, exterior pre-cast concrete panels, new space configuration to improve services and enhance space utilization, architectural remodeling, new finishes, electrical distribution, low voltage communications, HVAC including plumbing and fire protection systems. **This project also includes design of a Parking Garage structure for 200 cars with design of future expansion up to 1200 cars. Award of a contract is contingent upon the availability of FY10 funds. The completed SF-330 will be evaluated by a MEDVAMC Engineering evaluation board which will furnish the Contracting Officer an evaluation report. The selection criteria will include the following: 1.Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required. 2.Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team. 3.Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously. 4.Past record of performance on contracts with any Department of Veterans Affairs Hospitals. 5.Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. 6.Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. 7.Inclusion of small business consultant(s) After the evaluation of submissions in accordance with the evaluation criteria, a 'short list' of three or more of the most highly qualified firms may be chosen for interviews to present their approach to the design in order to arrive at selection of the firm in which to enter into negotiations. It will be the Contracting Officers discretion to hold face to face interviews or not. This is not a request for proposal. The Government will not pay for nor reimburse any costs associated with responding to this advertisement. The Government is under no obligation to award a contract as a result of this advertisement.
