- This is a Sources Sought Synoposis. This is not a notice of solicitation. The Walla Walla District is issuing this notice to determine if there are an adequate number of interested business concerns capable of providing the US Army Corps of Engineers with the following service requirement: McNary Dam 230 KV Transformer Field Work. The purpose of this requirement is to assist the installation contractor (A separate on- going contract with Burke Electric.) with the installation of six new transformers. These six new tranformers are currently in long term storage. The long term storage area is located at McNary Dam in their storage yard which is on the Oregon side downstream of the dam. The transformers shall be installed into two transformer banks located on the intake deck, upstream side of the dam. Three transformers shall be installed in each bank, T1 and T2. The following is the name and address of the Contractor responsible for the installation of the transformers. Manufacturer: ABB b. Year of manufacture: 2008-2009 c. Rating, KVA: 40,000/53,333/66,667 d. Rating, KV: 230 GrdY/13.2 Delta e. Phasing: Single-phase f. Cooling class: ONAN/ONAF/ONAF g. Oil preservation system: COPS h. Shipping dimensions (L x W x H), in.: 147x131x186 i. Shipping weight, lbs.: 94,900 j. Total weight (fully assembled), lbs.: 156,500 k. Oil quantity, gal.: 6,028 The work to be performed under this project consists of providing the labor, equipment, and materials to conduct pre-movement field testing, disassembly of major components, drain and store oil prior to movement by the installation contractor. Provide erecting engineer oversight for the movement and provide transportation services for the disassembled major components, provide reassembly of major components following installation of the transformers into their permanent position, process and oil-fill the transformers, provide post-movement field testing, and provide commissioning services for the six transformers. If necessary and approved by the Contracting Officer, an internal inspection of one single-phase transformer shall be conducted. If this work is performed, a written report of findings will be required. The period of performance for T2 bank will be approximately1 July 2010 through 31 August 2010. The second period of performance for T1 bank will be approximately 1 September through 31 October 2010. The erecting engineer shall have experience engaged in the site assembly and oil-filling of Class II power transformers, rated greater than or equal to 115kV and 10 MVA(three-phase rating) and have completed a minimum of three (3) contracts (documentation will be required with quote.) The proposed erecting engineer(s) shall be certified by the transformers manufacturer (ABB) to perform erecting engineer duties and represent the manufacturer (documentation will be required with quote.) This sources-sought announcement is a tool to identify business concerns with the capability to accomplish the work. The governments intent is to contract with a small business if available.
