- The Naval Research Laboratory (NRL) requires engineering and technical support in Infrared and Electro-Optical Electronic Warfare Technologies. The Contractor will be required to perform various interrelated tasks that vary in both technical dimensions and deliverable products, but support the same mission and must be coordinated or interfaced. These tasks include threat analysis, systems analysis, systems design and development, systems test and evaluation, data collection and analysis, computer simulation development which result in the publication and presentation of research results and analysis. In addition, IT support, program management support, and facility operation are required to support the technical tasks. The contractor shall perform the following task required under the contract which are divided into six major technical areas: (1) Electro-Optical/Infrared (E-O/IR) Hardware Development and Evaluation, (2) E-O/IR Countermeasure/Low Observable Studies, (3) Radio Frequency (RF) Countermeasure Studies, (4) Directed Energy Studies, (5) Computer Engineering, and, (6) Program Documentation The work shall be performed at NRL, Washington, DC. A detailed Statement of Work will be included in the solicitation when issued. A Cost Plus Fixed Fee (CPFF) type contract is anticipated. The period of performance for this effort will be a base year of twelve months, with four one-year options. The anticipated level of effort is 20,000 hours for the base year and each option, if exercised. The incumbent contractor is Envisioneering, Inc, 5904 Richmond Hwy, Ste 300, Alexandria, VA 22303-1864 under Contract Number N00173-04-C-2021. It is anticipated that only one award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). An original and three copies of the Offerors proposal shall be received on or before the response date and time noted in the RFP. The package should be marked with the solicitation number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government does not intend to use FAR Part 12, Acquisition of Commercial Items.
