Description
Naval Air Warfare Center, Training Systems Division (NAWCTSD) in Orlando, Florida intends to negotiate, on a sole-source basis, a contract for the fabrication, installation, and testing of three MH-60R Tactical Operational Flight Trainer (TOFT), Device 2F195, Serial Numbers (S/N) 8, 9 and 11 (S/N 9 and S/N 11 will be options), and one MH-60R/S Tactical Operational Flight Trainer (TOFT), Device 2F195A, S/N 10. This sole-source will be with CAE USA, Inc. of Tampa, Florida under the authority of Federal Acquisition Regulation (FAR) 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” DESCRIPTION OF THE PROGRAM/REQUIREMENTS The MH-60R TOFT consists of two trainers, the MH-60R Operational Flight Trainer (OFT) and the MH-60R Weapons Tactics Trainer (WTT). The TOFT shall replicate MH-60R aircraft missions through a combination of simulation and stimulation of aircraft avionics and simulated environments. The TOFT shall incorporate the latest MH-60R configuration as well as the latest image generator, visual projection system, digital control loading, motion cueing seats, host/airframe computer systems, instructor operator station computer systems, sound system, visual databases, interoperability equipment, debrief stations and weapons array (acoustics, MTS FLIR, radar, missiles and torpedoes). The latest AOP 70 series software upgrades, Point and Click Control Display Unit, Acoustics Tech Insert (ATI) and P3I features will be incorporated in the next generation of Device 2F195 trainers. The Device 2F195, MH 60R TOFTs, is to be delivered to the Command Strike Helicopter squadrons based at Naval Station (NS) Mayport, Florida (S/N 8), Naval Air Station (NAS) Jacksonville, Florida (S/N 9), and Naval Marine Corps Air Station Kaneohe Bay, HI (S/N 11). The MH-60R/S TOFT consists of three trainers, the MH-60R/S Operational Flight Trainer (OFT), the MH-60R Weapons Tactics Trainer (WTT) and the MH-60S Weapons Tactics Trainer (WTT). The MH-60S WTT device will be delivered to the contractor as Government Furnished Equipment (GFE) at contract award to use in the development, integration, testing, and delivery as part of the MH-60S configuration of the TOFT S/N 10 device. The MH60-S WTT as delivered will have the capability to train, from basics to tactical missions, the mine warfare (MIW) of the AN/AQS-20A Mine Hunting Sonar, the AN/AQS-235 Airborne Mine Neutralizer System (AMNS), the AN/ALQ-220 Organic Airborne and Surface Influence Sweep (OASIS) and the AN/AES-1 Airborne Laser Mine Detection System (ALMDS). This device shall be delivered with latest MH-60S baseline and latest MH-60R baseline. The MH-60S WTT will need the AOP 70 series software upgrades, Point and Click Control Display Unit, Acoustics Tech Insert (ATI) and P3I features incorporated prior to delivery. The TOFT shall replicate MH-60R/S aircraft missions through a combination of simulation and stimulation of aircraft avionics and simulated environments. The TOFT shall incorporate the latest MH-60R/S configuration as well as the latest image generator, visual projection system, digital control loading, motion cueing seats, host/airframe computer systems, instructor operator station computer systems, sound system, visual databases, interoperability equipment, debrief stations and weapons array (acoustics, MTS FLIR, radar, missiles and torpedoes). The latest AOP 70 series software upgrades, Point and Click Control Display Unit, Acoustics Tech Insert (ATI) and P3I features will be incorporated in the next generation of Device 2F195 trainers. The Device 2F195A, MH 60R/S TOFT S/N 10, will be delivered to the Command Strike Helicopter squadrons based at Naval Air Station (NAS) Atsugi, Japan. The following are the required delivery dates for each device under this effort: - MH-60R TOFT S/N 8: 28 months after contract award (R OFT & R WTT). - MH-60R TOFT S/N 9: 28 months after exercise of option (R OFT & R WTT). - MH-60R/S TOFT S/N 10: 42 months after contract award (R/S OFT & R WTT). - MH-60R TOFT S/N 11: 28 months after exercise of option (R OFT & R WTT). Work on the MH-60R TOFT S/N 8 and the MH-60R/S TOFT S/N 10 will begin upon contract award, and the MH-60R TOFT S/N 9 and S/N 11 will be options that will be exercised early in the second year of the contract. All four trainers shall be ready for training no later than FY14. All devices under this contract will be compliant with the latest Navy Aviation Simulator Master Plan (NASMP) standard, Information Assurance (IA) standard, and Navy Continuous Training Environment (NCTE) interoperability guidance. CAE USA, Inc. exhibits the following technical capabilities which demonstrates their ability to successfully meet the requirements described above: - Demonstrated knowledge of MH-60R and the MH-60S operational flight trainer and aircraft mission systems and equipment. - Demonstrated performance in MH-60R and MH-60S operational flight trainer and aircraft mission systems software architecture and integration abilities. - Software source data plan to integrate the MH-60S WTT to the MH-60R/S TOFT S/N 10. - Software plan to integrate the AOP 70 series software upgrades into the MH-60S WTT. - Proprietary software plan to successfully meet the requirements described above. - Base facility access clearances and ability to complete facility modifications at four Naval Air Stations. - Ability to build four training devices concurrently inside a secure contractor facility. - NASMP, IA and NCTE Interoperability compliance plans.
