- The U.S. Army Corps of Engineers intends to award a sole source firm fixed price type contract to The Nature Conservancy (TNC) to provide technical support in the area of natural resource management and conservation science for the period of March 15, 2010 through May 23, 2010 to the Strategic Environmental Research and Development Program (SERDP) and the Environmental Security Technology Certification Program (ESTCP) Office. The Contractor will be required to evaluate proposed projects, ongoing investments and support coordination with related Federal activities. TNC possess the detailed knowledge of national conservation efforts, conservation science, the SERDP and ESTCP programs, and the DoD environmental issues that are related to sustainable infrastructure, all of which are necessary to perform the required work. In addition, it is essential that the work be performed by an independent organization with unbiased view and no conflicts of interest that is not generally available with for profit organizations. The support needed during this period requires a detailed technical knowledge of specific ongoing projects and proposals currently under consideration. Statement of Work "Assist in overall program management and coordination of the SERDP and ESTCP Sustainable Infrastructure focus area. "Assist in conducting annual SERDP and ESTCP program reviews. Conduct field site visits when necessary. Provide oversight to the Sustainable Infrastructure Technical Committees. "Assist in managing the individual Sustainable Infrastructure projects through direct contact with the Principal Investigators and through program support staff as appropriate. Assess the technical quality as well as the proper fiscal management of each project. "Provide review support for pre-proposals and proposals associated with SERDP and ESTCP solicitations, as applicable. "Interface directly with program managers of the elements of the Armed Services, DOE, EPA, and other agencies as needed to ensure maximum coordination among these federal programs. Participate in meetings as necessary to accomplish this coordination. "Develop and deliver briefs for the SERDP/ESTCP Directors, Office of Secretary of Defense officials, the SERDP Scientific Advisory Board, and other federal officials. Develop and present technical presentations at major conferences on the Sustainable Infrastructure focus area. "Assist in developing annual statements of research need and demonstration topics based on programmatic investment plans Deliverables Monthly progress summary reports, due the 15th of the month, covering work performed during the previous month. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements AND (FAR) 6.302-2(a)(2), Unusual and Compelling Urgency. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a Firm Fixed Price contract to TNC for Sustainable Infrastructure Technical Support in the Office of Research and Development Program. These services will be provided to the SERDP/ESTCP Office, Arlington, VA.
