- NFIP Marketing Presolicitation Notice In accordance with FAR Part 5.207, the Federal Emergency Management Agency (FEMA) is issuing a Pre-Solicitation Notice for non-commercial professional services. The contract when awarded shall require marketing and advertising expertise in support of the National Flood Insurance Program. The marketing, advertising, and public relations services provider shall provide all necessary management, supervision, labor, material and equipment required to research, analyze, plan, create, design, produce, place, evaluate, and measure the effectiveness of the NFIP marketing, advertising and public relations activities. The NFIP provides flood insurance protection for property owners in return for local government commitment to sound flood plain management and related flood disaster mitigation efforts. The duties of FEMA, specifically the Mitigation Directorate, includes identifying communities with "special flood hazard areas," issuing maps for those areas, and helping communities meet flood plain management requirements. The regulations governing the NFIP are set forth in Title 44 of the Code of Federal Regulations, Chapter 1, Subchapter B, commencing at Federal Acquisition Regulation (FAR) Part 53. It is anticipated that there will be an award of one (1) Firm-Fixed Price contract for one (1) base year with four one (1) year optional period of performances. The Acquisition Management Division (AMD) intends to conduct this Acquisition on a full and open competition after the exclusion of sources basis (Total Small Business Set-Aside) under FAR Subpart 6.2- Full and Open Competition After Exclusion of Sources. The Government will make award to the responsive, responsible firm, whose proposal is most advantageous to the Government, technical and cost/price considered. This is a best value procurement. The Government may or may not award to the low price offeror. Numbered notes are not applicable to this requirement. A formal Request for Proposal (RFP) shall be available 15 days after the published date of this Pre-Solicitation Notice. Potential Offerors' shall be responsible for obtaining the RFP and related amendments, if any, from www.fbo.gov after the RFP has been published. Offerors shall be registered in the Central Contractor Registration (CCR) at the time of contract award. You may register via the internet at: www.ccr.gov.
