Description
Synopsis: The United States Army Joint Munitions Command is conducting a market survey of industry to identify actual/potential sources that exhibit the capability to manufacture and supply military grade Black Powder, a commonly used military explosive. The technical description is Black Powder, MIL-P-00223C. As an indicator of your qualifications, a respondent to this market survey must be able to demonstrate that they have adequate technical and manufacturing capacity, and acceptable past performance, in the processing of Black Powder and/or similar explosive material. A respondent to this market survey should have available a majority of the skills and facilities that are required to manufacture this item. Interested companies who feel they have the necessary capabilities should respond by providing the Government the following information in the time-frame as established below: a brief summary of the companys capabilities, description of facilities, equipment, personnel, related manufacturing experience, estimated minimum and maximum monthly production quantities with rough order of magnitude (ROM) prices and lead-times, whether Black Powder is currently in production or when last produced, other explosive material produced, and the minimum procurement quantity required for production. A respondents available production capacity must be sufficient to manufacture military-grade Black Powder at a quantity range of 50,000-150,000 pounds per year to support a contemplated five-year contract. If a respondent does not currently have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate the ability to obtain those resources in a timely manner. If a respondent chooses to utilize the services of sub-tier sources or subcontractors, those vendors or subcontractors must also meet these criteria. Interested firms capable of manufacturing Black Powder are invited to indicate their interest electronically by emailing Mr. Rayfield Carter at rayfield.carter@us.army.mil no later than 30 calendar days after the posting of this announcement. The government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. The government will utilize the information provided only to develop the acquisition strategy for the future requirements. All information submitted will be held in a confidential status.
