- NASA/JSC has a requirement for Consultation of JSC Procedural Requirement (JPR).NASA/JSC intends to purchase the items from Lean Solutions Institute (LSI). NASA JohnsonSpace Center Software Engineering Process Group (SEPG) intends to create a JPR 7150.2that will flow down requirements from the NASA Procedural Requirement (NPR) 7150.2 to fitthe specific needs of the software community at JSC. Tim Olson, president of LSI, was oneof the original authors of the NPR and one of the key contributors in structuring thedocument. He has facilitated the NASA Software Group (SWG)on several occasions and isintimately familiar with the issues of the agency software community. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Adrian Clayton not later than 4:30 p.m. local time on March 09,2010. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
