- Statement of Work Evaluation Criteria for Newspapaer (Nuclues) Instructions to Offerors Kirtland AFB, NM has a requirement for publication of a Newspaper to be known as the Nucleus. The contract period of performance beginning 1 April 2010 and will include four option periods for a possible total not to exceed 5 years and 6 months, depending on need. The resultant award will be a no cost type (Concessionaire) contract so there will be no response required for quantities or dollar amounts. A copy of the Statement of Work, instructions to offerors and evaluation criteria will be available on the Federal Business Opportunity along with this posting. Be advised that all interested parties must be registered in the Central Contractor Registration (CCR) Database in order to receive an award. If you are not registered you may request an application at (888) 227-2423 or through the CCR website at http://www.ccr.gov. The publication is subject to the requirements of DoD Instruction 5120.4, AFI 35.101, and the regulations and instructions incorporated therein by references. The 377 ABW/PA, Kirtland AFB NM, is an element of the United States Government. This agreement is a United States Government contract authorized under the provisions of Department of Defense Instruction 5120.4 as an exception to the Government Printing and Binding Regulations published by the Congressional Joint Committee on Printing. Although this contract is not subject to the Federal Acquisition Regulation (FAR) or the Defense FAR Supplement (DFARS), FAR clauses useful in protecting the interests of the Government and implementing those provisions required by law are included in this contract.
