- PURPOSE:The purpose of this Request for Information (RFI) is to conduct market research to be used to support formulation of an acquisition strategy that will provide the Command with core competencies in areas such as environmental planning, facilities planning, military construction (MILCON) planning, collateral equipment planning, and training range planning and management. The RCO-Hawaii is seeking capabilities statements from qualified companies in one, or more of the cited competencies. The anticipated scope of services within the respective functional areas has not been established at this time, however it is expected that many of the projects initiated within the respective areas will illustrate long-term requirements for planning and management. Individual companies, or consortiums, are encouraged to provide a summary capabilities statement addressing the following objectives in succinct detail: 1) Current DOD, or civil planning and management efforts in one, or more, of the functional areas; 2) Commercial capabilities to provide services to bases and installations across the MARFORPAC area of operations; 3) Ability to provide technical and management expertise at both strategic and operational levels; and 4) Ability to collaboratively engage with military planners using decision support models and tools to develop courses of action based upon policy mandated initiatives, budgets and schedule constraints, and operational objectives and milestones. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate capabilities related to the stated objectives, (2) Link to the respondent's appropriate GSA Schedule, or attached file of same; and (3) Citation of two current, or past DOD, or civilian federal customers (i.e., within the past 2 years) to include contract number, point of contact, telephone number, and e-mail address. Responses are due by 3:00 PM, EST on 1 March 2010. Please submit e-mail responses to Vivian Fukumitsu at e-mail address vivian.fukumitsu@usmc.mil. Ensure the subject line of the submission identified the RFI number and the name of the company submitting the response. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation exists at this time; however, should the optimal acquisition strategy indicate that use of GSA schedules is the most viable option, only those firms responding to this RFI and considered most capable will be issued the resulting RFQ. The government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information considered proprietary should be clearly marked as such on the submission.
