Solicitation No. Q1576100009Amendment 0001February 22, 2010 Project Title: Mold Remediation - Mammoth Quarters, Yellowstone National Park. Receipt of Offers: The hour and date for receipt of offers is changed to 2:00 pm local time on March 9, 2010. Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended by one of the following methods:a)Signing and dating this amendment and returning with offer;b)By acknowledging receipt of this amendment on each copy of the offer submitted; orc)By separate letter or telegram which includes a reference to the solicitation and amendment numbers.FAILURE OF YOUR ACKNOWLEDGEMENT TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OFFERS PRIOR TO THE HOUR AND DATE SPECIFIED MAY RESULT IN REJECTION OF YOUR OFFER.If by virtue of the amendment you desire to change an offer already submitted, such change may be made by telegram or letter, provided each telegram or letter makes reference to the solicitation and this amendment, and is received prior to the opening hour and date specified. Third Party: If you have given a copy of this Solicitation to someone else, please forward this amendment accordingly. Description of Changes: This amendment provides for some changes to the existing solicitation as follows:1. In the Work Plan, please remove Building #381 (Potts) and Building #562 (Dooley) from this work. Only Buildings 376 (Maury), 380 (Cunningham), and 383 (Young) will be considered under this work plan.2. Remove the Line Items for Building #381 and Building #562 from the pricing. This amendment is also to provide information in response to the following written requests provided by interested individuals:1. Comment was "Can we get a copy of the inspection reports and lab results on this project?"Response - "Yes, it is being provided by this amendment."2. Comment was "Is there a budget for this project?"Response - "Since this acquisition is not being procured under FAR Part 36 a budget, or magnitude of the acquisition is not required and will not be provided."3. Comment was "How many of the units have HVAC Systems?"Response - "They all have HVAC Systems."4. Comment was "Which units have crawl spaces versus unfinished basements? How many crawl spaces versus unfinished basements?"Response - "The three remaining units all have crawl spaces."5. Comment was "Is the vapor barrier to be applied only in the units with crawl spaces?"Response - "The answer to this comment is contained in the attached report suggestions for remediation."6. Comment was "Will the contractor have access to all of these units at once?"Response - "The National Park Service will work with the scheduling of each location and it is anticipated that the contractor will have access to all of these units at once."7. Comment was "What is the closest airport to fly into?"Response - "Bozeman, MT."8. Comment was "Where is the closest lodging?"Response - "Gardiner, MT"9. Comment was "Are there dimensions and/or plans for each of the buildings?"Response - "Yes, they are provided as attachments to this amendment."10. Comment was "Is there an anticipated award date?"Response - "Barring any other amendments which extend the offers due date, the anticipated award date would be on or about March 16, 2010."11. Comment was "Are there any bond requirements?"Response - "No."12. Comment was "Who is responsible for the cost of the "Third Party Testing?" Will the contractor be required as part of his Quality Control Plan to include the Third Party Testing and the Government will perform their own as part of Quality Assurance?"Response - "Yes, it will be the contractor's responsibility to provide the "Third Party Testing" and the Government will perform their own as part of "Quality Assurance" as well."13. Comment was "What is the amount and type of clothing to be laundered?"Response - "It will be each contractors responsibility to determine the amount of materials to be laundered at the site visit."14. Comment was "When will work begin?"Response - "Barring any scheduling conflicts, it is anticipated that work can begin immediately after award, and receipt of adequate insurance from the contractor as outlined in the combined synopsis/solicitation."15. Comment was "Are there any photos that you can share?"Response - "There are no photos to share on this project." Please find the following attachments to this amendment:1.Service Contract Act Wage Rates applicable to this acquisition are provided as an attachment to this amendment;2.Fungal Reports on Units 376 (Morey), 380 (Cunningham), and 383 (Young) are contained in this description;3.Drawings for Units 376 (Morey), 380 (Cunningham), and 383 (Young) are provided as attachments to this amendment. ?FUNGAL INSPECTION REPORT1/28/2009Report prepared for:Jim KnoelkeFacility Manager - District OperationsYellowstone National Park On January 21, 2010, a fungal inspection and subsequent indoor air quality tests were performed at 376 Lower Mammoth to validate the success of recent cleaning in response to the previous report. ObservationsThe indoor air quality analysis shows that three out five of the rooms tested had elevated spore counts above the previous tested levels. The boy's bedroom and the master bedroom showed slight improvement in the air quality after cleaning was completed. RecommendationsAll surfaces throughout the residence should be cleaned by a professional remediation company. This should also include cleaning of all contents, in place, room by room along with the structural cleaning. This cleaning should be completed with the forced air heating system turned off. Supplemental heating can be accomplished by use of the wood stove as needed. Airscrubbers should be utilized to capture any airborne particulates. These scrubbers should be used simply for that purpose and not as negative air machines. Once the structural and content cleaning has been completed, the furnace and entire ventilation system should be professionally cleaned. Cleaning of the structure and contents shall follow all guidelines as outlined in the most recently published "S520 Standard for Mold Remediation" published by the Institute for the Inspection, Cleaning, and Restoration Certifications(IICRC). Also, a continuous sealed vapor barrier should be installed over all dirt surfaces in the crawlspace. Once complete, follow up air quality testing should be completed to verify success of remediation. If spore levels remain high after this work is complete, then further investigation may be necessary to identify the possibility of contamination within the exterior walls. ?FUNGAL INSPECTION REPORT1/28/2009Report prepared for:Jim KnoelkeFacility Manager - District OperationsYellowstone National Park On January 21, 2010, a fungal inspection and subsequent indoor air quality tests were performed at 380 Lower Mammoth to identify the possible presence of fungal contamination. ObservationsThe residence appears to be kept very clean. It did not have as serious of a problem with condensation in the windows as was observed in other residences. A small amount of apparent fungal growth was observed in the bathroom shower. This fungal growth was identified microscopically as Aureobasidium. Water damage around the windows was not obvious as in other units. The indoor air quality analysis showed moderate to highly elevated spore counts in all areas tested. The basement(6480), living room(4253), master bedroom(3440) and guest bedroom(3053) are all elevated above the outside (background) sample of 640 spores per cubic meter of air. These results can be seen on the spore trap analysis report.
