- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-IL-10-00080. The solicitation is being issued as a Request for Quotation (RFQ) using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-37. The associated North American Industry Classification System (NAICS) code is 334516, Analytical Laboratory Instrument Manufacturing. A firm, fixed-price purchase order is anticipated to result from the award of this quote. The United States Environmental Protection Agency (EPA), Region 5, has a requirement to procure the following items: 1. Sulfur/Carbon Determinator package including: a. Furnace/analyzer b. 50 position sampler c. Sulfur and carbon detection d. Windows-based operating software e. Dell PC tower with Dell ProSupport service f. 19" flat panel monitor g. Calcium carbonate 12% carbon set-up standard h. Ceramic combustion boats i. Operating supplies and site installation 2. LECO Model 250 Balance and interface kit, readability.1mg, 120 gram capacity, computer interface capability. 3. Oxygen Regulator - two stage 4. Compressed Air Regulator The instrument must meet the following government requirements: 1. Provide a high temperature combustion instrument system for Total Carbon (TC) and Total Sulfur (TS) analysis in soil, sediment, and particulate matter. 2. The instrument system shall utilize automated sample introduction, high temperature combustion, followed by simultaneous infra-red determination of carbon and sulfur contents of samples. Data collection processing and report generation including quality control and sample statistics shall be performed by means of an external Windows based PC. 3. The instrument shall directly analyze 305mg or higher of equivalent coal sample with typical analysis time of 60 to 120 seconds. Furnace temperature shall be from 600 to 1500 degree centigrade. Temperature shall be controlled using software to within 1% of set point. 4. The instrument analysis range for carbon shall be 0.005% o 100% for 0.350mg coal. Similarly, the analysis range for sulfur shall be 0.001% to 28% for 0.350mg coal. 5. Samples and standards shall be introduced into the instrument system for analysis primarily by means of an auto-sampler. 6. The auto-sampler should be capable of loading a minimum of 50 samples for processing and operate unattended. 7. The system should have manual sample introduction as an option, should it be necessary. 8. The instrument must be capable of multi-point calibration. The calibration points shall be user defined. Final results shall be in unit selected. 9. The instrument shall use a non-dispersive infrared detector (NDIR). 10. Measurement precision for sulfur and carbon shall be 1% RSD (5ppm sulfur, 25 ppm carbon) whichever is greater. 11. The detector shall have sufficient signal resolutions, low noise and drift rate. Award will be based upon best value for this procurement and ability to meet posted requirements. Quotes must provide documentation to demonstrate the proposed products meet the above minimum government specifications. Vendors should include the following information in their quote: 1. Ability to meet the quantity of items as stated in this solicitation 2. Current availability of items 3. Anticipated shipping date 4. All incurred costs (i.e. shipping, installation) 5. Warranty information, where applicable All qualified offerors are encouraged to submit a capability statement, proposal or quote indicating their ability to meet the stated requirements. All prices quoted must be FOB DESTINATION, 536 S. Clark Street, Chicago, IL 60605 for delivery a.s.a.p. after receipt of award. Award will be made on an all or none basis, and a split award will not be considered. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at 52.2 12-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (I) Technical capability of the items offered to meet Government requirement (ii) past performance and (iii) price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer, or be current in ORCRA. This clause may be found on the Internet at: http ://www.arnet.gov/far/. Clause 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Under 52.2 15-5 paragraph (b), the following additional clauses apply to this acquisition: 52.222-26 Equal Opportunity; 52.222-35, Affirmative Action for handicapped Workers; 52.222-36 Affirmative Action for Workers with Disabilities; 52.225-1 Buy American Act-Supplies ; and 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration.
