- Description
- The Headquarters (HQ) Air Education and Training Command (AETC), Special Missions/Expeditionary Training Division, HQ AETC/A3Q, Randolph Air Force Base (AFB), Texas 78150, hereby formally announces the intent to award a firm-fixed price contract on a sole source basis to Alenia North America for a total period of one (1) basic year and two (2) option years. The contractor will provide all the services necessary for C-27A/G222 Aircrew and Maintenance Training. The proposed contract action is for C-27A/G222 Aircrew and Maintenance training for which the Air Force intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302-1. The Chief of Staff of the Air Force (CSAF) has directed HQ AETC to assume responsibility for aircrew qualification and aircrew maintenance training in the C-27A/G222 to support the Air Advisor Training program. The contractor will provide Air Advisor Pre-deployment Aircraft Pilot, Loadmaster, Crew Chief and Maintenance Training for deploying U.S. Government aircraft crewmembers of the C-27A/G222 aircraft. Flight Training will be FAA certified in accordance with FAA, Part 141 Appendix K -Special Preparation Courses paragraphs 1-5 & 9. The special flight operation in paragraph 9 is defined as "preparing USAF instructor pilots to perform instructor duties in the C-27A/G222. Training will consist of pilot training, basic safety, and knowledge of aircraft manuals, understanding aircraft electronics, engine, avionics, and ground operations, as well as all operational characteristics of the aircraft. The contractor shall be required to provide all aircraft, simulators, training aids, and any other necessary training equipment. This notice of intent is NOT a request for competitive proposals; however, all interested parties that identify to the Contracting Officer their intent and capabilities to satisfy the Government's requirement with commercial services and are received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
