Final Questions and Answers for CPSC Burn Box AMENDMENT A0002 - This Notice requires vendors to be registered in GSA's Information Technology Solutions Shop (ITSS) Program, changes the requirement for operation manuals and provides answers to questions received from vendors for this Combined/Synopsis Solicitation. REGISTRATION IN GSA'S ELECTRONIC SYSTEM - ITSS The contractor shall register in ITSS by visiting www.web.itss.gsa.gov/login. The Help Desk number is 1 877 243 2889 - Option 2, should assistance be required. Vendors shall send confirmation of registration in ITSS by email to Marion.Williams@gsa.gov or derrick.dudley@gsa.gov by February 24, 2010. Operation Manuals are not required for this device and vendors do not have to prepare and submit an operation manual. Answers to vendor questions received for this combined/synopsis solicitation are herein provided below: Questions and Answers for CPSC Burn Box NC6100090927 QUESTIONS ANSWERS 1. Could you please confirm how many boxes GSA is contracting for under the above numbered solicitation? GSA is contracting for only one Burn Box Container in accordance with the solicited specifications. 2. Is there power available on site and if so what type...240 or 480v? No power available at build site. 3. Might a small boom crane with pneumatic tires be available for use? There is no place to turn around a vehicle at the installation site or to set up a crane. 4. Do you require any primer or temperature resistant paint on this unit to keep from rusting? No, this is not a requirement. 5. Can this be built in sections and then taken to the site? The unit can be built elsewhere or on the Welcome, MD site in smaller pieces and installed at the Government site. 6. Or Could this be built and taken as a wide load to this site? The front gate at the entrance is 11'8" wide and the road is 10' wide, which does not accommodate very heavy trucks. Additionally, placement of this device is in the middle of the Army's testing range and contractors cannot impede range use for extensive periods building the device. 7. Does Box have to be build on site? See Answer to Question 5 above. 8. If box has to be built on site, is there a dry, clean level place to work from or perform work? The area where this unit will be placed is unimproved grounds, with trees and a gravel road that will not support oversized vehicles. 9. Are there sufficient power sources available? If so, will there be somebody available to perform welding cable connections or do we need to include an electrician? No power is available at build site. The contractor must be self sufficient with a welder and/or electrician. All material, equipment, manpower, supervision or other requirements are the contractor's responsibility to provide in order to fulfill the requirements. Page 2 - Questions and Answers for CPSC Burn Box QUESTIONS ANSWERS 10. Based on the material requirements of 5/8 thickness, are you asking for mild A36 carbon steel material or armored type plate? Mild A36 Carbon Steel is required. 11. Is a drawing to be submitted with the bid? Yes 12. Will there be equipment and personnel available on site to off load the container or is the successful bidder responsible for this? No Government personnel will be available to assist the contractor in off loading the container. The contractor must be self sufficient for all aspects of assembly and installation. 13. Can this unit be built prior to delivery or must it be built (assembled) on site? Same answer as question 5. 14. Can the side hot gas vents be of a design to bolt on or must it be welder on? Must be welded. 15. If they can be bolted on, can the burn box be shipped without the side vents installed and then bolted on at the site? No, it must be welded before shipment. 16. If so, would the successful bidder be responsible for bolting them on or could it be done by the purchaser providing all necessary hardware is included with the shipment? No, the welding must be done by the contractor awarded to provide this device. 17. The solicitation is asking for work to be done NLT 60 days. This item will not be bought off the shelve, as the specs state it will be built on-site, therefore we are requesting for the time frame to be increased to 120 days or at least 90 days minimum. 90 Days is acceptable. 18. Per the solicitation you call out for the Burn Box to be built on site. Can the Burn Box be delivered completed and ready to install or built on site. Same answer as question 5. 19. Would it be possible to invoice at different stages? Stage 1: Materials purchasing, stage 2: Prior to Installation and Stage 3: final payment upon completion? Invoicing can be submitted after the Government's acceptance. Page 3 - Questions and Answers for CPSC Burn Box QUESTIONS ANSWERS 20. Please confirm that the "H beam design" shown on drawing 5 of 5 is to be used on the bottom of the box only. There is no beam support structure for the sides, ends or top. And the "H beam design does not get a plate floor so there is an opening under each steel plate end wall. Confirmed. 21. Is it acceptable to fabricate a flange for the vents on the side and top, which will be bolted in place at final assembly? Would you want the flanges to be welded in addition to bolted in place? Fabrication of flanges for the vents are acceptable and must be welded. 22. Is it acceptable to build the main box in our shop, and then we will install just the vents on sides and top on site at your location? Same answer as question 5. 23. Is there a drawing approval process once the contract is let prior to fabrication starting? Yes. 24. Can we add any time consumed by government approval of final design to the 60 day delivery requirement? Same answer as question 17. 25. Do prevailing wage rates apply for work done on site? Yes, the prevailing wage rates for work done on site apply. 26. Will there be any available small cranes there to lift from our truck? Same answer as question 3. 27. A statement is made that requires the unit to be built "on site" in Blossom, MD. Please clarify that this means that you are looking for us to bring in the 20,000 lbs of steel in pieces and weld it together on site? Box would be of sufficient size and weight to compromise road systems in the county. It could be fabricated in two or three parts then assembled on site. 28. Is there a welding specification for this project? In accordance with the industry best standards for design use and no special requirement. 29. Is painting a requirement? No, painting is not a requirement. Page 4 - Questions and Answers for CPSC Burn Box QUESTIONS ANSWERS 30. Can we build main portion of box in our shop and assemble/weld vents on at Site? Same answer as question 5. 31. Are we responsible for boom truck/small Crain to unload and assemble? Yes. 32. On installation, is it just drop and go? Any company that can assemble unit offsite and transport it to military installation without damaging the installation's entrance and open field area are welcomed deliver the unit in whole and ready for use. 33. The "H Beams for the base, the prints call out 12" but not other spec on the beam. Beams are specked out by depth, weight per foot and length. The print shows nothing other then 12" This is a height dimension. The government is looking for an industry standard for steel beams that would carry the load of the entire box and allow for a 12" clearance. 34. The 8" Beams used for cross members are in the same situation as mentioned in question #1. The government requires the 8" beams to be of equal weight, matching quality and standard and welded level with the top of the 12" beam so that there is 4" clearance underneath. 35. Is the door material to be 5/8" thick or 3/8" thick material. You mention in the solicitation matching material, but do not state what material that is listed you want it to match. Same answer as question 10. 36. Is the hot gas vent just a round opening? The print is not specific enough to determine what you need. Also the dimensions on the print for this area are confusing. On one side you have the 18" going from the top of the box to what looks like a separation line, but the other side shows another 18" from the extreme top down to somewhere above the top of the box. There are two hot gas vents on top and two on each side. All side vents should be uniformly placed to match each other 18" from the top. This is to keep the debris from flying out of the unit. 37. The deflecting covers mentioned in the top are not detail in the drawing. Dimensions, height and location are specified. The material is to be Carbon Steel and rounded for welding.
