Description
This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Following FAR 15.201(c)(3), the U.S. Army Corps of Engineers Europe District has been tasked to solicit for and award a single firm fixe priced contract for a design-build project for the design, construction, upgrade and revitalization of several arms storage and ammunition storage facilities at Camp Tubman, Camp Ware and EBK Barracks in the country of Liberia, Africa. The project consists of two (2) new facilities, an arms storage structure & an ammunition storage structure, upgrade of security features at 2 existing facilities, an arms storage facility & an ammunition storage facility, the revitalization of an existing ammunition supply facility, and any other features as described in this document or shown on attached drawings. The new structures and the upgraded facilities shall be designed for use by the Armed Forces of Liberia (AFL). The project consists of delivery of fully functional facilities as described in this document. The newly constructed arms room and ammunition storage facility shall be sited at Camp Tubman, Liberia. The Contractor shall prepare site design drawings, specifications and engineering calculations to support the design, and to meet the requirements. Work will include the design, engineering, and construction of all paving, structural elements, security features and required utilities. The Contractor must provide all design drawings, shop drawings, and design calculations for any and all permits and permissions to the Contracting Officers Representative (COR) for approval. The upgrades to both the arms storage room and ammunition supply facility will be done at EBK Barracks, Liberia. The Government must ensure there is adequate competition among the potential contractor community. The Federal Supply Code is Z299; the NAICS code is 238990. We would like to know the following: 1) Can you provide the work as required above, in the location provided, within the magnitude projected? 2) Any other issues or concerns? Open for response/feedback. Description of the Contract: PERFORMANCE PERIOD: 1. New construction at Camp Tubman - 6 months from NTP. 2. Upgrade to Camp Ware and EBK - 12 months from NTP. DISCLOSURE OF THE MAGNITUDE OF CONSTRUCTION PROJECTS. In accordance with FAR 36.204(d) between $250,000 and $500,000. NOTIFICATION: All Contractors interested in submitting proposals for this project must be, in accordance with the terms of the Arms Export Control Act and FMF programs, must be U.S. Contractors. Anticipated solicitation issuance date is on or about 4 March 2010, and the estimated proposal due date will be on or about 26 March 2010. The official Synopsis, citing the solicitation number and inviting Offerors to register electronically to receive a copy of the solicitation when it is issued, is anticipated to be available on or about 4 February 2010. Interested Offerors shall respond to this Sources Sought Synopsis no later than 09:00 AM (CET) 22 February 2010.
