Description
Pre-Solicitation Notice The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), is soliciting bids under Solicitation Number: VA-786A-10-IB-0025 for the following: A Service-Disabled Veteran-Owned Small Business (SDVOSB) contractor to furnish all labor, material, and supervision, to furnish and install 2,000 crypts at the Indiantown Gap National Cemetery in Annville, Pennsylvania. The project will include but is not limited to site prep, demolition, grading, drainage, procure and install crypts, planting, signage, utility work, and other items as per the contract specifications and drawings that will be provided. The magnitude of this project is between $1M and $2M. Please note all bidders responding to this solicitation must have the qualifications, either on staff or through sub-contract, of installation experience of a minimum of 2,000 Pre-cast Concrete Burial Crypts. The NAICS code is 237990, and Size Standard is $33.5 Million. Performance period is 210 calendar days from date of receipt of the Notice to Proceed. This is a total set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). OBTAINING SOLICITATION MATERIAL: Solicitation material consisting of the Invitation for Bid (IFB) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation documents should be available on or about March 8, 2010. PRE-BID CONFERENCE: A Pre-Bid conference is scheduled for March 23, 2010, at 11:00 AM local time, at the Indiantown Gap National Cemetery, (Administration Building). The address is RR #2 Box 484 (physical location is the intersection of Indiantown Gap Rd and Fisher Ave), Annville PA 17003. QUESTIONS: The cutoff date for questions concerning this solicitation has been established as March 30, 2010, at 2:00 PM Eastern Time, via email (only) to the Contracting Officer. SUBMITTING BIDS: When submitting bids or offers to our address it is highly recommended that an over night service is utilized. There are unusually long delays associated with the delivery of US Postal Service first class and/or priority mail to government offices in Washington DC. BIDDER'S MAILING LIST: Interested parties should register for the Bidder's Mailing List at http://www.fedbizopps.gov "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared, maintained, or distributed by the Contracting Officer. NOTICE TO PRIME (GENERAL) CONTRACTORS: Unless Prime (General) Contractors are registered on the FedBizOpps website, potential subcontractors may not know of your interest in bidding on this project. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. DUE DATE: The due date for bids on this solicitation is April 8, 2010, by 2:00 PM Eastern Time (base on the above availability date). A public bid opening will be held in the National Cemetery Administration, Office of Construction Management, Conference Room 239, 811 Vermont Ave NW, Washington, DC 20571.
