Description
A robust and responsive surge sealift fleet, which falls under the oversight of Military Sealift Command’s (MSC’s) Sealift Program (PM5), is critical to the United States national security strategy. A key part of MSC's surge sealift fleet includes the government-owned, contractor-operated Large, Medium-Speed Roll-On/Roll-Off (LMSR) ships. MSC intends to issue a solicitation to provide layberth services for up to six (6) LMSR ships, which shall be procured in three (3) lots. One lot (two ships) shall be located on the U.S. East Coast, which shall be no further north than Narragansett Bay, Rhode Island. One lot (two ships) shall be located on the U.S. Gulf Coast, comprising the states of Texas, Louisiana, Mississippi, Alabama and Florida. Finally, one lot (up to two ships) shall be located on the U.S. West Coast, which shall be no further north than Puget Sound and no further south than San Diego, California. For each of the three aforementioned lots, the Government shall require the provision, operation, and maintenance of a safe berth for the LMSRs. The anticipated period of performance is a base period of approximately five months, commencing on/about 01 May 2011 for the three (3) lots, plus four, one-year option periods. The U.S. Gulf Coast lot shall be set aside for small businesses. The U.S. East and West Coast lots shall utilize full and open competition. The North American Industry Classification System (NAICS) code for this procurement has been determined by the Contracting Officer to be 488310, Port and Harbor Operations, and the corresponding size standard for this NAICS code is $25.5 million in annual receipts per year. Award is anticipated by November of 2010.
