Description
The Directorate of Contracting at Fort Carson intends to issue a Request for Proposal (RFP) for the removal and reclamation of abandoned cable (copper/fiber/utilities) located at Fort Carson, Colorado. Solicitation number W911RZ-10-R-0010. The result of this RFP will be a No Cost Construction agreement with an anticipated award date of 15 April 2010. The Government intends to award a single agreement. The anticipated issuance date for this RFP is on or about 12 March 2010. The closing date and time for submission of proposals will be contained in the RFP package. The period of performance is estimated to be a base period only. The estimated reclaim value of this project is between $500,000 and $1,000,000. The requirement is 100% set-aside for Certified Service Disabled Veteran Owned Small Business (SDVOSB) concerns. The NAICS code for this acquisition is 238210 with a size standard of $14,000,000. The majority of this work is considered construction work and Davis-Bacon requirements will apply. The successful contractor will be required to provide 100% performance and payment bonds at the project level. The entire solicitation will be made available only on the Federal Business Opportunities (FBO) website at http://www.fbo.gov and the Army Acquisition Business Website at https://acquisition.army.mil/asfi/. Interested offerors are responsible for monitoring this site for release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package and any amendments. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) database or their proposal will not be considered. Contractors can obtain further information on the CCR website at http://www.ccr.gov. Prospective offerors who would like their company name included on the Bidders Mailing List may do so on the FBO website under the Interested Vendors List tab. Work will include surveying designated areas which contain abandoned cable, identifying and marking abandoned cable for reclamation, and after coordination remove/salvage said abandoned cable. The estimated amount of abandoned copper and fiber cable is at least 20,000 feet. Some of this cable is in existing duct systems while others are direct buried or overhead aerial. The services will require a minimum of two personnel with outside plant experience to survey and identify cable that qualifies for reclamation, a crew with experience to safely remove, preserve, and reclaim cable, a crew of repair technicians with the ability to repair cable in case active cables are cut or damaged, and appropriate safety supervision and equipment required by OSHA. The contractor will be required to provide all labor, materials, and equipment for this project at no cost to the Government. The contractor will retain the right to salvage the reclaimed copper, fiber, and utilities cable at current market values. Questions regarding this synopsis should be directed to Christina McMurtry at Christina.mcmurtry@us.army.mil. Please submit all questions in writing via email. Questions will not be addressed by telephone. This notice does not obligate the Government to award an agreement nor does it obligate the Government to pay for proposal preparation costs.
