Description
RECOVERY TAS::14 1035::TAS RECOVERY YELL PMIS#149861 This announcement is a presolicitation notice only. Proposals / bids are not being requested at this time. The National Park Service (NPS) anticipates issuing an Invitation For Bids (IFB) in March. The IFB and future amendments will be available, without charge, through www.FBO.gov by entering the solicitation number I1574100042 in the quick search block. A) Bidders: This acquisition will be solicited in accordance with the requirements of the Small Business Demonstration Program, Public Law 100-656 and accordingly will be open to both small and large businesses. All responsible sources may submit a bid which shall be considered by the National Park Service. The North American Industrial Classification System (NAICS) code for this acquisition is 237120 and the associated small business size standard is $33,500,000. B) Brief Project Description: The contractor shall replace an underground fuel storage tank located in Yellowstone National Park. C) Estimated Price Range: Between $100,000 and $250,000 D) Schedule: All dates are tentative and may change. Issue Solicitation March 2010; Proposals due April; Award contract May; Issue Notice to Proceed May; Final Completion Summer 2010. E) Plans and Specifications: Construction documents will be issued in conjunction with the solicitation. F) Site Visit: The National Park Service does not anticipate conducting a formal pre-proposal site visit; however, depending upon weather conditions the project site, roadway, may be open to the public prior to the date proposals are due. Offerors wishing to visit the project site should consult the following website first for current conditions and road closures: http://www.nps.gov/yell/conditions.htm G) Proposed Contract Type: Firm fixed price contract with lump-sum pricing. H) Proposal Evaluation Criteria / Factors: Award will be made to the responsible offeror whose proposal conforms to the solicitation requirements and provides the best value to the Government considering the evaluation factors stated below. The Government will use the Sealed Bid process, as defined in Part 14 of the Federal Acquisition Regulations, for evaluation of proposals and contract award. Proposals will be evaluated against the following factor: price. I) American Reinvestment & Recovery Act (ARRA): This acquisition will be funded by ARRA and thus the solicitation and resultant contract shall contain all additional clauses and provisions in accordance with Federal Regulations.
