Description
The Centers for Disease Control and Prevention (CDC), The National Center for Chronic Diseases Prevention and Health Promotion, Division of Reproductive Health, Maternal and Infant Health Branch, intend to issue sole source purchase order to The University of Pittsburgh, Graduate School of Public Health and School of Medicine, Pittsburgh, Pennsylvania, for the development for the study protocol and collect baseline data. The vendor is selected as sole source due their possession of 800 pregnant women study population, whom at least half live in the neighborhood where the full-service grocery store will be established. Theses special circumstances provide this vendor the unmatched ability to conduct this "natural experiment" which is specified by CDC in the design of this study. The long-term goal of this project is to determine the effect of the introduction of the grocery store on food purchasing behavior and nutritional status of pregnant women. However, this procurement is for one year only. The requirement of the contemplated purchase order is for the vendor to develop the study protocol and collect baseline data. This information will be used as preliminary data for a large-scale study to collect the remaining 3 years of data. After this 1-year contract, CDC will not have further requirements from this vendor for this study. The selected vendor will provide: 1) Grocery Store and Improved Nutrition Study protocol and IRB approval letter from The University of Pittsburgh (Qty/Unit = 2 Months). 2) Completion of recruiter training for enrollment of study participants (Qty/Unit = 3 Months) 3) Description and copy of electronic screening tool to determine study eligibility ( Qty/Unit = 5 Months) 4) Preliminary data collected from pregnant women devoid of personal identifiers (Qty/Unit = 7 Months). 5) Final Report (Qty/Unit = 11 Months) This notice is not a request for offers. A determination not to compete this procurement was based on facts and factors that are uniquely attributable to the vendor and the requirements of the project.
