- In accordance with the Federal Aviation Administration's Acquisition Management System, 3.2.1.2.12, the Northwest Mountain Region is announcing a solicitation for competitive offers to perform the subject project. The Federal Aviation Administration, Northwest Mountain Region, intends to award a construction contract for the subject project. The FAA contemplates award of a firm fixed-price contract. Magnitude of construction is from $100,000 - 250,000. Period of performance is 14 calendar days from notice to proceed. This project is a total set-aside for Small Business Concerns. The NAICS Code for this project is 238210. The Small Business Administration Size Standard for NAICS Code is $14.0. Project Scope: The work consists of furnishing all labor, materials, and equipment (except government furnished) for Construction and Installation of Precision Approach Path Indicator (PAPI), Runway 28L, at Portland International Airport (PDX), Portland, OR. The work to be performed includes, but is not limited to the following:1. Construction of new PAPI PDX 28L2. Demolition of old PDX 28L VASI System3. Construction of gravel access road, gravel walkway and power/communication duct banks. Issuance of the solicitation package is scheduled for March 1, 2010. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
