- Please note that this is NOT a request for SF330's or proposals, the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents.The Richard L Roudebush VA Medical Center (RLR VAMC), Indianapolis, IN, is conducting a market survey for qualified small businesses (including Service Disabled Veteran Owned, 8a, and/or Hub Zone) capable of providing the required A/E services outlined below for the Illiana VA Medical Center located in Danville, Illinois. Applicable NAICS code is 541330 size standard $4.5 million. Responses to this notice must be submitted in writing (email or fax is acceptable) and received no later than March 4, 2010. No telephone inquires will be accepted. All responses to this notice must identify the social economic category of the respondent, name and address of company, name and phone number of contact person, and the company's DUNS number. Description of work to be performed includes: The Architect/Engineer A/E firm shall provide all tools, equipment, material, labor and supervision necessary to accomplish, prepare, and furnish design drawings, specifications, construction documents, and detailed cost estimates. This project consists of purchasing and installing energy management equipment to enhance the current EMS infrastructure installed in 2004. Scope of design to encompass the following buildings: 58, 98,100,101,102,103, and 104. New design to completely integrate with current energy system by implementing a localized computer system with monitoring software that also in user friendly platform that can be operated by V.A. staff. Upgrading existing T-12 fixtures to T-8 high efficiency fixtures. A/E firm shall also provide Construction Period Services to include site visits. The design completion period is 225 calendar days from receipt of the Notice to Proceed. Prospective SDVSOB firms are reminded that in accordance with VA Acquisition Regulation (VAAR) 852.219-10, at least 50 percent of the cost of personnel for contract performance of the contract shall be spent for employees of the SDVOSB concern or employees of other eligible service-disabled veteran-owned small business concerns. Responses to this notice must be submitted in writing (email or fax is acceptable) and received no later than March 4, 2010. No telephone inquires will be accepted. All responses to this notice must identify the social economic category (Service Disabled Veteran Owned, 8a, and/or Hub Zone) of the respondent, name and address of company, name and phone number of contact person, and the company's DUNS number. The Government is under no obligation to award a contract as a result of this sources sought announcement.
