- Attachment A is the price chart to be filled in. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-38. This announcement constitutes the only Total Small Business Set-Aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 221210, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government. The Government may award this contract to other than the lowest price technically acceptable quote. This solicitation is issued as a Request for Quotation (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for Laboratory Gas Cylinder rentals and laboratory gases. Statement of Work (SOW) Requirements Gas tank rentals are associated with the delivery of laboratory gases supplied by the vendor for consumption by the Northeast Regional Laboratory. Laboratory gases are essential to the operation of most laboratory instrumentation. Some instruments require highly purified inert gases (such as helium or argon) as carriers to move the analyte of interest through the system. Other instruments use gases as fuel (such as hydrogen or acetylene) or oxidizers (such as air) to vaporize the analyte of interest. Liquid nitrogen is used to cool instruments and/or analytes during analysis. At times, specialty gas mixtures are used as standards for the calibration of analytical instrumentation. A modern analytical laboratory can not function without a reliable supply of laboratory gases. The basic requirements are as follows: •Supplying a wide range of laboratory gases. See Attachment A •Fulfilling orders within 24 – 48 hours on a regular basis. •Same day delivery on an emergency basis. •Offers safe gas handling training to NRL laboratory personnel once per year, included in yearly gas tank rental costs. •ISO 9001 Certified Please see Attachment A for a price breakdown chart to be completed. Period of Performance Base year and 4 option years. Place of Performance 158-15 Liberty Avenue Jamaica, NY 11433 Evaluation Criteria 1.Technical Capability: The contractor can provide all of the items listed under the SOW and laboratory gas list (attachment A). 2.Relevant Experience: The contract has provided the same or similar experience to the government or other companies within the last 3 years. 3.Price. Technical Capability and Relevant Experience combined are significantly more important than price. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov.
