- The FAA is seeking information from Research Institutions, Academic Institutions, Small Disadvantaged 8(a) or Service-disabled veteran-owned small businesses who have the capabilities to investigate the feasibility of reducing the current ALS Footprints (medium and high intensity) and provide proposed reduced footprints and/or light patterns while still maintaining the same level of effectiveness to support Categories I, II and III Instrument approach procedures. The large amount of real estate required to install these systems increases the installation costs. The purpose of this Market Survey is to identify businesses that currently have the skill set to perform a comprehensive study on the possibility of reducing the standard footprint of ALS in the National Airspace System. The standard footprint for the medium and high intensity ALS is 2,400 feet from the threshold and in some cases 3,000 feet from the threshold. The nature of the competition has not been determined at this time. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA 8(a) Program. Interested firms are required to complete and submit the attached Business Declaration form and a copy of their SBA 8(a) Certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1.Capability Statement - This document must identify:Type of services/supplies provided by your firmSize and type of services/supplies provided by previous contracts (elaborate and provide detailed information and past performanceNumber of years in business2.Geographical areas where your company can provide services/supplies3.Expected programmatic approach (in-house, teaming, subcontracting, etc) Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. All interested parties are advised that the FAA will NOT pay for any information or any administrative costs incurred that are associated with any response received to this market survey. Therefore, any costs associated with and submissions from an interested party will be solely at the interested party's expense. Failure to respond to this request will not result in exclusion from any future competition. Any information provided under this market survey is for informational purposes only and will not be released to the public. Any proprietary information submitted must be adequately marked as proprietary and will be protected if appropriately marked. All responses (one response per company) are to be provided on company letterhead. No type font less than 11 point may be used. Responses must be received no later than 4:00 PM eastern time April 30, 2010.
