Description
This Sources Sought Notice (SS) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs.Federal Workplace Drug Testing Collector Training: Train-the-Trainer (Instructor) On-Site Classroom Program The Department of Veterans Affairs (VA) must update its workplace drug testing programs to comply with Department Of Health And Human Services Substance Abuse and Mental Health Services Administration (SAMHSA), Mandatory Guidelines for Federal Workplace Drug Testing Programs, effective May 10, 2010 (Federal Register / Vol. 73, No. 228 /November 25, 2008). The VA will meet these Guidelines for Collector training through training of selected VA staff, who will then provide the Guideline's mandated collector training. A contractor will provide this 'train the trainer' (Collector Instructor) training course and the course materials that will enable VA Instructors to train VA 'Collectors' to be SAMHSA qualified in sample collection procedures and requirements. At a minimum, the Instructor training must address the skills, knowledge and ability (SKA) content for Collectors required at: Subpart D-Collectors Subpart E-Collection Sites Subpart F-Federal Drug Testing Custody and Control Forms Subpart G-Specimen Collection Containers Subpart H-Specimen Collection Procedure Training will incorporate use of the new proposed Federal Drug Testing Custody and Control Form (Federal Register / Vol. 74, No. 220 / Tuesday, November 17, 2009), Substance Abuse and Mental Health Services Administration, HHS. The contractor will deliver the following: (1) Instructor Training manuals that that address the training requirements and course content for both Instructors and Collectors, including proficiency evaluations, testing criteria and a description of mock testing equipment/supplies needed by VA Instructors to deliver collector training (Instructor's Kit). (2) A VA Workplace Drug Testing Program Collectors Manual, customized for VA branding and requirements. VA will provide any branding and information requirements to the contractor in hardcopy, electronic file copy or both where applicable for the contractors use in this contract. (3) On-site instruction by a qualified instructor for the VA 'Train-the-Trainers' Instructor courses, including proficiency evaluations. 1.Performance Period: This contract is to be awarded in FY10 and the period of performance is from contact award ending in 90 days. As VA must complete collector training by May 1. 2010, the training of Instructors must be completed by March 31 at the latest. As VA should be in compliance with Mandatory Guidelines for Federal Workplace Drug Testing Programs effective May 1, 2010, every effort must be made to deliver the on-site training by March 31, 2010, but no later than 35 calendar days of contract award. Work at a VA site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO). 2.Type of Contract: Firm-fixed price contract. 3.Place of Performance: On-site training (6 sessions, 10 attendees/session) will be performed at four (4) locations. Training Sessions In delivering 6 training sessions, it is anticipated that instruction will be performed by one person, who will have the necessary skills to conduct the training. The travel locations are provided below. On-Site Training Locations: 1.Washington, DC (2 sessions on sequential days.) 2.Tampa, FL (1 session) 3.Los Angeles CA (2 sessions on sequential days) 4.Minneapolis, MN (1 session) Instructions to Offerors/ Submittal Information Respondents shall address the following information: 1.Please provide no more than three (3) contracts that your company has performed for this same or similar requirement and of comparable size, complexity and scope. Please identify whether you performed as a prime contractor, sub-contractor, teaming partner, or as a project manager. Please be specific and provide a complete reference to include at a minimum the project name, contract award amount, time to complete project, and the project owners' contact information. 2.Respondents shall provide the complete name of possible teaming partners or sub-contractors that would be involved in the project, their size status and the estimated percentage of total value of contracted work that will be performed by the prime, subcontractor and/or contractor teaming arrangement. It is requested that interested contractors submit a response (electronic submission) of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the above information. The response must also include a cover page which includes, at a minimum, company name, address, CAGE Code, Dunn & Bradstreet number, point-of-contact name, phone number, email address. The subject line of the correspondence should clearly display the sources sought number and title. Submissions (responses) shall be received by no later than Friday February 19, 2010 at 12:00 P.M., Eastern Standard Time. At this time, no solicitation exists. Therefore, PLEASE DO NOT REQUEST A SOLICITATION. Contractors having the skills and capabilities necessary to perform the stated requirements should forward an e-mail only to the primary point of contact listed below.
