WORK STATEMENT & ADMINSITRATION DATA Attachment THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. It is a market research tool (FAR Part 10) being used to determine potential small business firms capable of providing the services described in the WORK STATEMENT & ADMINSITRATION DATA attachment, prior to determining the method of acquisition and issuance of a Request for Proposal. The North American Industry Classification System code (NAICS) is 541930, Translation and Interpretation Services, and the small business size standard is $7.0M. The Internal Revenue Service (IRS) has a requirement for On-Site Sign Language Interpretation services to reasonably accommodate its deaf/hard of hearing employees working in various business units located at the IRS Memphis Service Center, 5333 Getwell Road, Memphis, TN 38118. Interpretation services are primarily required for interpreting spoken English to American Sign Language and American Sign Language to Spoken English. The Government intends to issue multiple Blanket Purchase Agreements (BPA) with qualified contractors for the purpose of obtaining interpreting services on an as-needed basis. INTERPRETER QUALIFICATIONS: Interpreters must have certification with the Registry of Interpreters for the Deaf (RID) or the National Association of the Deaf (NAD) to interpret (spoken English to American Sign Language and American Sign Language to spoken English). RID must be a form of certified interpreter (CI) or certified transliterater (CT) RESPONSE REQUIREMENTS: Interested parties are invited to submit their statement of capability (SOC) that clearly defines the firm’s ability to perform the work stated in this notice in conjunction with the WORK STATEMENT & ADMINSITRATION DATA attachment. SOC must contain a cover letter including the company name, address, telephone, facsimile, email address, and business classification as established by the U. S. Small Business Administration (SBA). Parties must identify all the following small business size classification(s) for which it qualifies: small business; services disabled veteran-owned small business; and HUB Zone small business. NOTE: SBA has established numerical definitions, or "size standards," for all for-profit industries. These standards represent the largest size that a business (including its subsidiaries and affiliates) may be to remain classified as a small business for SBA and Federal contracting programs. Refer to SBA's website http://www.sba.gov/size for size standards. SOC must be submitted in writing. RESPONSES MUST BE RECEIVED BY February 22, 2010 4:00 PM, EST.
