- The purpose of this announcement is to announce release of Solicitation W911QY-10-R-0031, formerly W911QY-09-R-0066, for BAIS. The U.S. Army RDECOM Contracting Center, Natick Contracting Division, Natick, MA, in support of the Joint Program Executive Office-Chemical and Biological Defense, Joint Project Manager-Guardian Product Manager-Force Protection Systems, has a need to contract with industry to procure the Battlefield Anti Intrusion System (BAIS). The BAIS is a compact, sensor-based early warning system that is used by small tactical units for force protection and situational awareness missions. The BAIS can be used either as a tactical stand-alone system or as a supplemental device for other security missions. The BAIS typically includes, at a minimum, a hand held monitor, sensors, cables and a carrying case. To date, approximately 1,800 BAIS have been fielded out of a total Army requirement of approximately 8,100 systems. This procurement will address Army fielding requirements for the next three (3) years. This procurement is planned as a Non Developmental Item (NDI) acquisition. No Government funded research and/or development is planned. A three (3) year Indefinite Delivery Indefinite Quantity (IDIQ) type procurement contract is planned, with two (2) base years and one (1) option year. Total contract value including all options is planned at $92.4 M. A single contract award is planned. This procurement is being conducted using full and open competition with small business subcontracting requirements.
