- The U.S. Coast Guard Surfaces Forces Logistic Center intends to issue a Commercial Request for Quotes (RFQ) for the Drydock Repairs to the USCGC CHIPPEWA (WLR-75404) a 75 Foot “C” Class River Buoy Tender. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. This acquisition will be issued as a Request for Quotes on or about February 12, 2010. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A SMALL BUSINESS SET A-SIDE FOR SMALL BUSINESS CONCERNS. The acquisition is for DRYDOCK repairs to the USCGC CHIPPEWA (WLR-75404) homeport in Buchanan, TN. All work will be performed at the contractor’s facility. The performance period is FIFTY ONE (51) calendar days with a start date on or about 26 APRIL 2010. RESTRICTION: (General) Restricted to the Western Rivers of the United States. The “Western Rivers” means the navigable portions of the Mississippi River and its tributaries above mile marker 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard aids to navigation facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the “Western Rivers,” but specially excludes unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. The scope of the acquisition is for the drydocking, overhauling, cleaning, renewing and repairing of various items aboard the USCGC CHIPPEWA (WLR-75404). This work will include, but is not limited to: (1) Perform Ultrasonic Thickness Measurements- Underwater Hull Plating (Barge) (2) Perform Ultrasonic Thickness Measurements – Underwater Hull Plating (Tender) (3) Perform Hull and Structural Plating Repairs (10.2-Pound) (4) Perform Hull and Structural Plating Repairs (12.75-Pound) (5) Perform Hull and Structural Plating Repairs (15.3-Pound); (6) Perform Hull and Structural Shaped Plate Repairs (12.75 –Pound) (7) Perform Hull and Structural Shaped Plate Repairs (15.3 – Pound) (8) Perform Hull and Structural Plating Repairs – Eroded Welds (Steel) (9) Perform Hull and Structural Plating Repairs – Crack (Steel) 10) Perform Hull and Structural Plating Repairs – Overlay Welding (Steel) (11) Remove, Inspect, and Reinstall Propeller Shafts (12) Straighten shaft (13) Inspect Water-Lubricated Shaft Bearings (14) Renew Propeller Shaft Sleeves (15) Remove, Inspect, and Reinstall Propellers (16) Perform Minor Repairs and Reconditioning of Propeller (17) Clean, Inspect, and Test Grid Coolers (Barge) (18) Clean, Inspect, and Test Grid Coolers (Tender) (19) Remove, Inspect and Reinstall Steering and Backing Rudder Assemblies (20) Inspect and Repair Push Knee Mounting Surfaces (21) Preserve Spud and Spud Well Surfaces and Renew Spud Well Liners (Barge) (22) Preserve Spud and Spud Well Surfaces and Renew Spud Well Liners (Tender) (23) Shrink Wrap Crane and Small Boat Davits (24) Preserve Barge Buoy Deck (25) Preserve Underwater Body (Barge) – “100%” (26) Preserve Underwater Body (Tender) – “100%” (27) Routine Drydocking (Barge) (28) Routine Drydocking (Tender) (29) Provide temporary logistics Provide composite labor rate, GFP report, and lay days.
