Description
The US Army Corps of Engineers (USACE), Philadelphia District, intends to initiate a Request for Quote (RFQ) procurement and award a firm fixed price Purchase Order to obtain drilling services. In general, the contractor will be expected to perform borings and install additional monitoring wells at the Pearce Creek Dredged Material Containment Area (DCMA) and surrounding vicinity near the confluence of the Elk River and the Chesapeake Bay in Cecil County, Maryland. Pre-Quotation Site Visit: There will be a pre-quote visit to allow all prospective Offerors to visit the site and assess the scope of work. Attendance is not mandatory, but is encouraged. The pre-quotation visit is scheduled for February 17, 2010, from 10:00 am to 2:00 pm at the site. Representative of prospective Offerors wishing to attend are required to confirm attendance with Mark Chamberlain at (215) 656-6671 for the specifics of the exact location. The acquisition will be solicited using the procurement process prescribed in Parts 12 and 13 of the Federal Acquisition Regulations. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes will be ranked on the basis of the following factors: technical capability (combined evaluation of professional qualifications, previous experience, organization, management, safety and quality control), past performance and price. Technical and past performance, when combined, are more important than or price, however, cost/price remains a significant factor. The Government may elect to conduct discussions with offerors whose quotes are technically acceptable (or which may be expected to be made acceptable by moderate modification) and fall within the competitive price range. The Government reserves the right, however, to award a contract based on initial offers without conducting discussions. Therefore, each quote should be submitted from the offeror's most favorable technical and price standpoints. Solicitation Number W912BU-10-T-0018 will be available on or about February 12, 2010. Hard copies will not be available and written or fax requests will not be accepted. Contractors may download the solicitation (including any drawings) and any amendments via the FedBizOpps web site, www.fbo.gov, on (or after) the issue date. The official media of distribution for the RFQ is the Web. All amendments to the RFQ will be posted to the FedBizOpps web site. It is the offerors responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFQ and any amendments. Quotes will be due on, or about, February 24, 2010. The NAICS CODE IS 213111-Well drilling (i.e., oil, gas, water intake wells) on a contract basis (SIC 1781) and the size standard is 500 employees. All contractors are required to be registered in the DOD Central Contract Registry before award as required by DFARS 204.7300. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
