Description
This is a pre-solicitation announcement for the Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS). An Invitation for Bid solicitation will be issued on or about March 1, 2010 for construction project titled VA Electrical Distribution Upgrade. The construction project is to be performed at the VACHS premises in San Juan, PR. This procurement is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). To be eligible to participate in this procurement, SDVOSB contractors shall be registered at the VETBIZ Registry website at: HTTP://WWW.VIP.VETBIZ.GOV. The North American Industry Classification Code (NAICS) for this procurement is 238210 and size standard $14.0 million. In accordance with FAR 36.204, disclosure of the magnitude of this construction project is between $5,000,000 and $10,000,000. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. The VA is seeking a Contractor to provide all labor, supervision, materials, tools, and equipment necessary to perform the following work in accordance with drawings and specifications as follows: The purpose of this project is to provide construction services for the renovation and relocation of the main electrical distribution center of the VA Medical Center, located in rooms C-37 and C-38 of Building # I to a new Utility Center Building. The new Utility Center Building will be a separate structure with its proper illumination, ventilation, fire alarm, communication systems and any associated accessories to house the new equipment that will substitute the equipment located in rooms C-37 and C-38. The equipment located at these existing rooms includes but slot limited to 4.16 KV switchgears, 4.16 KV transfer switches, secondary switchboards and panel boards. The project also contemplates the replacement and relocation of five underground 4.16 KV primary feeders coming from the facilities main electrical substation and the relocation' and replacement of 4.16 KV feeders to serve existing chillers and transformers. Secondary feeders'.(480 volts) will be relocated from the rooms C-37 and C-38 to the new Utility Center Building. Six oil filled transformers will be replaced by new transformers to be located in the new building. Completion Time: Shall be identified and scheduled for approximately five hundred and fifty (550) calendar days after Notice to Proceed. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and VA will provide no hard copies and will be available for download at no charge at the Federal Business Opportunities System website (http://www.fbo.gov) on or about March 1, 2010. Further details of all dates and events, including site visit, bid documents and bid opening date, will be available in the solicitation. Bidders are advised that they are responsible for obtaining all bid documents and any amendments, and should re-visit the website periodically to look for any updates or amendments. In addition to eligibility condition, contractor shall meet the following requirements prior to award: Registration at the Central Contractor Registration (CCR) database at http://www.ccr.gov ; Meet the VETS 100/100A report requirement. File VETS 100/100A report online at https://vets100.vets.dol.gov/ and; Complete the representation and certification section of solicitation. Question in reference to this solicitation shall be submitted in writing from the date the solicitation package is available up to three (3) days after per bid conference/site visit is conducted to the issuing office point of contact. No telephone inquiries will be accepted.
