Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement consistutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number F3HSY60042A001 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-37. This requirement is for full and open competition. The applicable NAICS code is 541511; the NAICS size standard is $25M. The following is a compilation of tasks required to complete the Joint Integrated Satellite Communications (SATCOM) Tool (JIST) Information Assurance (IA) and physical hardware/software installation for the government at Offutt Air Force Base, Nebraska, and Peterson Air Force Base, Colorado. The current tasks required for this effort are at various stages of completion, with an estimated 70 percent current overall completion of the effort. The requirements listed are based upon a task-level analysis and may require additional technical activity at the code level. IA Requirements: A requirement exists to complete an evaluation and submission of the manual Application Services Security Technical Implementation Guide (STIG) Checklist in support of completion of the Plan of Action & Milestones (POA&M) to finalize the JIST Information Assurance Certification and Accreditation activities necessary for the Initial Operational Capability (IOC) of the JIST system. A requirement exists to complete manual application of Internet Explorer 7 (IE7) STIG and associated checklists as it applies to IE8 and log on POA&M. A requirement exists to finalize and acquire support agreements for systems installed at Offutt AFB and Peterson AFB, which includes any memorandum of agreements required by the IA process. A requirement exists to complete a POA&M review and approval process to achieve an Approval to Operate (ATO)/Interim Approval to Operate (IATO)/ or Interim Approval to Test (IATT). A requirement exists for updating the POAM and IA approval documentation as issues are resolved. Completion of this effort will require development, testing, configuration, and installation of requisite scripts and/or patches necessary to achieve IA compliance. The vendor will require expertise in Microsoft Windows Server 2003, Microsoft Internet Explorer, Oracle 10g, JBoss, Apache Tomcat, and Acronis True Imager Server for Windows. All efforts will be compliant with DoD Information Assurance Certification and Accreditation Process (DIACAP), and maintained in accordance with DOD 5000 and 8500 series directives, and USSTRATCOM and Air Force Space Command IA instructions. Installation Requirements: A requirement exists to finalize the installation of the JIST server hardware, applications and database at the Offutt AFB and Peterson AFB server locations. The Offutt AFB hardware and software installation is essentially complete, minus any additional activities necessary for IA compliance before physical connection to the SIPRNET. The Peterson AFB installation has not been started other than rack mounting of the servers. When accomplished, the install will be consistent with STIG settings resolved during the installation of JIST servers at the Offutt AFB location. A requirement exists to obtain and install Public Key Infrastructure (PKI) certificates on the application servers at Offutt AFB and Peterson AFB. A requirement exists to attach all hardware to the Secure Internet Protocol Router Network (SIPRNET) and debug any associated network issues at both locations. The vendor will coordinate all required domain/routing assignments with the respective network service activities at both installed locations. A requirement exists to synchronize data and application servers to include failover testing between databases. A requirement exists for interconnection tests to be conducted to verify functionality via web services and/or Extensible Markup Language (XML) between the JIST system and Joint SATCOM Management and Planning System (JSMPS), and between the JIST system and the UHF Integrated Waveform Planning Tool (IWPT). Previous background knowledge or experience with JIST, JSMPS, and IWPT is desirable. Following all IA approval and installation requirements, an operational evaluation of the deployed JIST synchronized system is required to test all features for all satellite communications bands supported. In addition, a requirement exists to finalize and distribute all Computer Software End Product Items (CSEPI) including final documentation, code, and installation routines, which will be developed at government cost and delivered with unlimited government rights at the end of the period of performance. Clearances: All contractor personnel working any direct tasking on the project shall hold a minimum current SECRET security clearance (an interim SECRET clearance is acceptable for newly assigned personnel whose final clearance is still being completed). To work on-site withinUnited States Strategic Comman d (USSTRATCOM/J661) or off-site within the GSSC, the contractor Subject Matter Expert (SME) shall have a minimum TOP SECRET clearance and be eligible for Special Compartmented Information (SCI) indoctrination. The contractor shall not divulge any information about files, data, processng activities or functions, user IDs, passwords, or other knowledge that may be gained, to anyone who is not authorized to have access to such information. The contractor/contract personnel shall abide by all USSTRATCOM/J66 rules, procedures and standards of conduct. Privacy Act: The provisions of the Privacy Act of 1974 protect all information included in this task. Therefore, all personnel assigned to this task shall take the proper precautions to protect the information from disclosure. Evaluation Criteria: The evaluation criteria for subject requirement are hereby set forth as follows: Each offeror will be evaluated against the evaluation criteria below. The government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) TECHNICAL ACCEPTABILITY (2) LOW PRICE Technical Acceptability low price is assessed on a pass/fail basis. By submission of its offer, the Offeror accedes to all requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable offers shall be treated equally except for their prices and performance records. Failure to comply with the terms and conditions may result in the Offeror being removed from consideration for award. The Government may reject any proposal that is evaluated and determined to be unrealistic in achieving the objectives and/or tasks of this requirement. Period of Performance: Base period, 1 March 2010 through 30 April 2010.
