THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. This is a request for information only and does not constitute a commitment, implied orotherwise, that the National Aeronautics and Space Administration Ames Research Center(NASA Ames) will take procurement action in this matter. This preliminary information is being made available for acquisition planning purposesonly, subject to FAR Clause 52.215-3, entitled Request for Information or Solicitationfor Planning Purposes. It does not constitute a Request for Proposal, and it is not tobe construed as a commitment by the Government to enter into a contract, nor will theGovernment pay for the information submitted in response to this request. This requestis subject to review or cancellation at any time. NASA Ames is requesting informationthat responds to any or all of the topics listed below.The NASA Ames Research Center is hereby soliciting information about potential sourcesfor the development and installation of a solar cell power package to be utilized on anunmanned aerial system (UAS).The applicable NAICS (North American IndustryClassification System) code for this acquisition is 334413, Semiconductor & RelatedDevice Manufacturing, which includes Solar Cell Manufacturing. The coordinating sizestandard is 500 employees. NASA Ames invites responses to this inquiry for the purpose of assisting in thedevelopment and installation of a solar cell power package on the NASA Swift UAS. Thiswork would fall under contract number NNA08CG83C, Intelligent Systems Research andDevelopment Support (ISRDS) with SGT, Inc. The goal of developing the Swift UAS is toprovide long endurance electric flight. The concept for continuous operation of theelectric aircraft will require the installation of solar panels on the wings of theaircraft. Please refer to the attached for further technical direction. Again, this is NOT a Request for Proposal (RFP). Potential sources should submit awritten narrative of the contractors capacity and capability to perform all aspects ofthe development and installation of a solar cell package on a NASA UAS. Further, thesolar cell package provided must be considered a domestic end product; i.e. productmanufactured in the United States and cost of the domestic components exceeds 50 percentof the cost of all components.Capability Statements shall address the following: 1)Type of work company has performed in the past in support of the same or similarrequirement; 2) Specific technical skills that company possesses to ensure the capabilityto perform the technical requirements and schedule as outlined in the attachment; 3)Company size in relation to the NAICS code 334413; 4) Dun & Bradstreet Number (DUNS); 5)The socioeconomic status of the company, i.e., Small Business (SB), Small DisadvantagedBusiness (SDB), Women-Owned Small Business (WOSB), HUBZone Small Business (HUBZone),Veteran-Owned Small Business (VOSB), or Service-Disabled Veteran Owned Small Business(SDVOSB); and 6) Point of Contact information to include name, email address, telephoneand fax numbers. Respondents who fail to address all elements will be deemed asnonresponsive. Please keep submissions to a ten-page limit.Anything over this limitwill not be evaluated.Do not provide general brochures or generic information. Thiswill not be evaluated either. Responses are requested by 4:30 PM Pacific Time, February 22, 2010. Interested firms arerequested to submit their capability statements as well as any comments on theacquisition approach in writing to the Contract Specialist, Sarah Andrae atsarah.m.andrae@nasa.gov. All information received in response to this Sources Sought that is marked Proprietarywill be handled and protected accordingly. NASA may provide proprietary information toits support service contractors who are under an obligation to keep third-partyproprietary information in confidence.By submitting a response to this Sources Sought,the responder is deemed to have consented to release of Proprietary information to suchNASA support service contractors.Oral communications are not acceptable in response to this notice.
