Description
The Department of Defense Education Activity (DODEA) Pacific Procurement Division intends to award multiple Blanket Purchase Agreements (BPAs) with various film and entertainment arts instructors and/or companies that provide film and entertainment arts instructors. The term of the BPAs will be for up to five (5) years, although the BPA itself and the contractor(s) performing the requirements of the BPA will be reviewed annually by the Government to ensure compliance and adherence to Agreement requirements and continuous quality performance by the contractor(s). A solicitation (Request for Proposal) containing a more specific description of the Government's requirement, provisions, clauses, terms and conditions, plus an explanation of what prospective offerors will need to include in their proposal, will be issued and posted on FedBizOpps no later than 12 Feb 2010. Each "Call Order" against the BPA will state the type of instructors needed for a particular event or festival hosted by DODEA Pacific and explain pertinent information regarding the event or festival and description of required services. The duration of each instructional or performance event or festival can be as short as 1 to 2 days in length or can run from 1 to 2 weeks long. The awardee(s) of the BPA(s) will need to travel to the Pacific (either Korea, mainland Japan, Okinawa or Guam) to provide the required instructional services to DODEA students and faculty. The Government will pay for the instructor's travel, meals & lodging per diem and labor/service rate or fee. Type of instructors needed include: magician, dancer, ventriloquist, singer, musician, actor, stand-up comic, sound engineer, etc. Instructors must have solid experience and/or extensive working knowledge of the field/trade/genre they are providing training or instruction on. Instructors also must be able to teach and be interactive with audiences of various sizes and background.
