- REFERENCE NUMBER: N65236-10-R-0030 This notice is posted as notification of the governments intent to award a sole source contract. The Department of the Navy, SPAWAR Systems Center Atlantic intends to award a sole source firm-fixed price contract to Synexxus Inc. for research, development, engineering, test, operations, maintenance and sustainment of the (1) Electronic Keel - Data Distribution System (EKeel-DDS)) System, version 4 (or higher) OBERON data distribution system architecture; (2) Total System Engineering; and (3) Quantitative Analytics. Total System Analysis and Quantitative Analytics are required to provide results related to system engineering or socio-political efforts. These activities and studies include, Political Systems Analysis, Holistic Analysis of Terrorist Networks and Activities, Emergency Response Alignment Methodology, Market Development Methodology, Organizational Realignment, and Enterprise Architecting Methodology. (1) OBERON is a system that allows approved sensor(s) in the Joint Explosive Ordnance Disposal (EOD) Rapid Response Vehicles (JERRV), Mine Resistant Ambush Protected (MRAP) and related tactical platforms to plug and play through the OBERON Interface Unit. OBERON is a Proprietary data distribution system developed by SYNEXXUS. OBERON provides the flexibility to add, change, incorporate or network vehicle sub-system sensors for single interface and control. (2) Total System Analysis is a Synexxus developed method for the valuation and design of complex engineering systems and forecasting of socio-political systems. (3) Quantitative Analytics is a multi- disciplinary approach to forecast terrorist/criminal activity through stakeholder alignment. Stakeholders may include but are not limited to OSD, DOJ, USAID, USTDA, DoS and Combatant Commanders (CENTCOM, SouthCOM, SOCOM, PACOM). The contract period will be for one year plus one option year. The North American Industry Classification System (NAICS) code is 541330 and the small business size standard is $27M. This is not a request for competitive proposals and no solicitation is available at this time. All interested sources must respond in writing with sufficient information to establish capability to fulfill the requirement within three (3) days of this publication. Verbal responses are not acceptable and will not be considered. A determination by the government not to compete this action based on responses received is solely within the discretion of the government.
