- This is not a request for proposals. This announcement is being issued to request two copies of an SF 330 from qualified and eligible 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONCERNS. The VA Medical Center (CVAMC) in Coatesville, PA is seeking professional A/E services for the Upgrade Physical Security station wide Project No. 542-07-104 to provide the complete working drawings, cost estimate, specifications and construction period services. The scope of work for this project is the A/E shall review the program materials furnished by the VA and all prior submissions to ascertain the requirements of these phases of the work and shall prepare Design Development Documents of the highest professional quality within the firm's capability illustrating the scale and relationship of project components for review and approval by VA. The consultant shall provide all architectural and engineering servicesas defined to accomplish complete contract drawings, specifications, technical reports, and cost estimates for the following work: Physical Security: The purpose of this project is to upgrade the physical security of Coatesville VA Medical Center. The proposed initiative involves the development and design of Security Control Centers and installation of state of the art Video Surveillance Equipment, Security Access/Monitoring Equipment, Security Systems Management Software, and improved Site Lighting. The design and installation will need to include transition for existing Security Control Center and existing equipment throughout the medical center. Video Surveillance Equipment includes: Cameras, Camera Controllers, Video Monitors, Video Recorders, Matrix Devices, etc. Security Access/Monitoring Equipment includes: Code Access Device, Card Access Device, Panic Alarms, Motion Detectors, Intrusion Detection/Alarms, etc. A/E is required to provide a physical security system design that will improve and increase the overall security posture of VAMC Coatesville. The proposed initiative involves the centralization and integration of various security systems currently being deployed. Security cameras, video storage devices, monitors, and recording software packages. Specifically, this project will enhance the Mission-Critical status of the facility in accordance with the VA Physical Security Design Manual/Mission Critical facilities and the Physical Security Strategies report, requiring improvements to the following: areas storing controlled substances, parking lots, roadways and pathways, and critical infrastructure in the case of a national emergency, all affect patient and employee safety. The A/E will have 120 days to complete this design after the notice to proceed. A/E will provide a 50% Construction Documents Review; 90% Second Construction Documents Review; and the Final Submission of Construction Document. The estimated construction budget is between $1,000,000 and $2,000,000. The area of consideration for this acquisition is restricted to firms within 150 mile radius of the VA Medical Center in Coatesville. Interested firms must submit two (2) copies of SF330 with appropriate documentation and information to Carol L. Pomraning, Contracting Officer (542/90C), VAMC, Building 19S, 1400 Blackhorse Hill Rd., Coatesville, PA 19320 by close of business (4:30 PM, EST), Friday, March 5, 2010. A/E firms must be registered at www.ccr.gov and www.vetbiz.gov. Following an evaluation of the qualifications and performance data submitted, three or more firms that are considered to be the most qualified to provide the type of services required will be chosen for negotiations. NAICS 541310 and size standard $4.5M apply. The award of a Firm Fixed-Price contract is contemplated and is subject to the availability of FY 10 funding.
