- RECOVERY RECOVERY TAS::14 1035 DSB::TAS RECOVERY NABR PMIS #153719. This project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the act. The purpose of this announcement is to give notice that the National Park Service contemplates releasing a solicitation numbered N1349100008 on or about February 26, 2010. This will be a firm fixed priced contract to provide and install a new PV Inverter at Natural Bridges National Monument (NABR), San Juan County, UT. This procurement will be issued as full and open. DESCRIPTION: This project consists of the purchase, installation and start up of the Hybrid PV System at NABR. Reconstruction of the array field has been finished under a separate contract. The performance period for this project is 90 days and the magnitude of this construction project ranges from $250,000 to $500,000. The NAICS code for this project is 237130 with a size standard of $33.5M. This notice meets the requirements of FAR 5.201. OBTAINING A SOLICITATION: Solicitation plans and specifications will only be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website on or about February 26, 2010. Only hard copy responses will be accepted, original and 2 copies REGISTRATIONS: Offerors must have and/or maintain an active registration with the Central Contractor Registration (CCR) website to be eligible for a Government contract award. In order to receive any contract award, a vendor must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA). To register a firm in the CCR system, visit http://www.bpn.gov or call 888.227.2423 or 269.961.5757. To register a firm in the ORCA system, visit http://www.bpn.gov. A Firm-Fixed Price Contract will be awarded to the responsive and responsible offeror who submits a proposal that is determined the most advantageous to the Government considering price and other factors. The selection will be based on best value tradeoff with the evaluation factors of Past Experience, Past Performance, Technical Approach, Management Approach and Price. All factors when combined will be slightly more important than price. The RFP will be uploaded to this site on or about February 26, 2010 with offers due 30 days later. Anticipated award date is April 2010. All questions must be in writing and sent to bill_spigel@nps.gov. A site visit is scheduled for 11 am, March 8, 2010.
