Description
BASE EDUCATION OFFICE TEST EXAMINER Request For Information The intent of this announcement is to notify potential contractors of an upcoming Base Education Office Test Examiner acquisition. This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 611710. The size standard for NAICS 611710 is $7M. The government is interested in all small businesses including 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. The Government is soliciting for the award of a Firm Fixed Price contract. The contractor shall provide all personnel, supervision, and any items and services necessary to perform Base Education Office Test Examiner services at F.E. Warren AFB WY. The Test Examiner will provide non-personal services in support of U.S. Air Force voluntary off-duty education programs to include the Defense Activity for Non-Traditional Education Support (DANTES) and Air Force Professional Military Education (PME) testing programs and other exams. It is preferred that the Test Examiner have a baccalaureate degree from a regionally accredited college or university (ideally with 15-30 semester hours in testing and measurement, counseling and guidance, or a related discipline) and one year of office or professional work experience, preferably in an academic/educational environment. In the absence of a 4 year degree, a minimum of 3 years academic and/or military test administrator experience is required. Knowledge of/experience with standardized educational and military testing programs is also preferred. This acquisition will be a firm fixed price with one basic period and two option years. The Government anticipates the issuance of the Request for Quote (RFQ) on or around 22 February 2010 with a start date of 15 March 2010. Interested parties should register online and subscribe to receive procurement announcements related to this solicitation by entering the website at http://www.fbo.gov. Potential offerors are responsible for monitoring this site for release of the solicitation package. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the Online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov. There will not be paper copies of this solicitation available. The RFP will be released using the Electronic Posting System (EPS) available at http://www.fbo.gov. All solicitation information may be obtained through the above referenced website. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
