Description
The 3rd Contracting Squadron is issuing this Sources Sought Notice to find maintenance platforms for C-17s. This notice is market research only to determine capabilities and standards of aircraft maintenance platforms and is for information only to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. The Air Force is interested in availability on GSA schedules or existing DOD contracts. This request for information is to gain knowledge of products, and capabilities, and estimated price. Platforms shall consist of, but are not limited to, the following: Stands for performing C-17 wing and engine inspections and maintenance. Must meet OSHA standards. Waterproof, able to be used in cold weather. Explosion proof outlet boxes with four 110VAC outlets in each. Heavy duty casters and a tow bar for use on the ramp if needed. Storage on stand for the tow bar when not in use. Ability to mount point of use tool boxes up to 150 lbs. and portable work shelves. Low maintenance. Have stairs instead of ladders. May have both but must have stairs. Powered lift/lower capability. Safety lock outs and visual notification for when stands are being raised or lowered. Manual over-ride for lowering platform in case of equipment failure. Local support for maintenance/warranty issues. Storage for guard rails when removed. Set-up and initial use/maintenance training. Cord reel for electrical power to stand. Ability to plug stands into each other. Slides to enable gap closure around engines that latch or lock into place once set into position. Lower deck for working on underside of the engines. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 336413 - Other Aircraft Parts and Auxiliary Equipment Manufacturing. The size standard for NAICS 336413 is 1000 employees. The government must determine whether a small business set aside is advantageous. The government requests interested parties to submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Potential contractors must be registered in the Central Contractor Registry to be eligible for award (see https://www.bpn.gov/ccr/default.aspx). It is mandatory to obtain a DUNS number prior to registering in CCR by calling Dun & Bradstreet at 1-800-333-0505. This synopsis does not constitute an IFB or RFP and is not to be construed as a commitment by the Government. The Government will not otherwise pay for any costs associated with providing information in response to this synopsis or any follow-up information requests.
