Description
The Department of the Treasury (Treasury), Departmental Offices (DO), Procurement Services Division (PSD) is conducting market research to determine potential small business concerns that can provide Preventive Maintenance (PM) of High Voltage Switchgear and New Equipment on Electrical Power Systems located at Treasury. THIS IS NOT A REQUEST FOR PROPOSAL. It is anticipated that a contract will be awarded for one (1) Base Year and four (4) Option Periods. This requirement will be subject to the requirements of the Service Contract Act of 1965. The contractor will perform Preventive Maintenance services and Emergency/On-Call Services. The contractor will be required to respond to Emergency/On-Call service calls and/or notifications within one (1) hour of the emergency call and/or notification and shall report on-site to provide the emergency services within three (3) hours of the emergency call and/or notification. Attached is a list of the equipment to be serviced and associated guide cards. Interested small business concerns may submit a capability statement, no more than twenty (20) written pages in no smaller than 12 font (pitch), demonstrating their capabilities to perform preventive maintenance services and emergency/on-call services on equipment of this size and scope. Additional pages beyond the twenty (20)-page limitation will not be reviewed. Standard brochures will not be considered. No additional information beyond the capability statement will be reviewed or considered. The capability statement shall include the following: 1) Contractor name, address, phone number, contact person and business size, i.e., 8(a), Small Business, HUBZone, Service Disabled Veteran, Woman-owned, etc. 2) Provide description of contractor experience as it relates to Preventive Maintenance and Emergency/On-Call Services for equipment of this size and scope. Please note, experience must be relative to this requirement in terms of size and scope of the equipment. Provide a brief description of the technical approach used in performing preventive maintenance services. Provided contractor experience must have been performed within the last five (5) years. In addition, provide original and final contract value for contractor experience. 3) Provide three (3) references (name, address, phone number and e-mail address) for contractor experience described in Item 2. Additional references beyond the first three (3) references listed in the capability statement will not be considered. 4) Provide confirmation that the contractor can comply with the timeframe for Emergency/On-Call Services. The contractor may be required to respond to Emergency/On-Call Service calls and/or notifications within one (1) hour of the emergency call and/or notification and report on-site to provide the emergency services within three (3) hours of the emergency call and/or notification. 5) Provide verification that the contractor meets Federal OSHA criteria for Accreditation and Testing Laboratories, Title 29, Parts 1907, 1910 and 1936. Full membership in the National Electrical Testing Association (NETA) constitutes proof of such criteria. Either the NETA or National Institute Certification of Engineering Technologies (NICET) currently certifies test technicians. For purposes of this Sources Sought Announcement, the small business size standard is $14.0M and the North American Industry Classification System (NAICS) Code is 238210. Interested parties shall submit an electronic copy of their capability statement via e-mail to Tammy McLeod at Tammy.McLeod@do.treas.gov or mail or hand carry the capability statement to the following address: Department of the Treasury, 1425 New York Avenue, NW, 2nd Floor, Suite 2100, ATTN: Tammy McLeod, Washington, DC 20220. All capability statements must be received by 12:00 p.m. EST on Thursday, February 11, 2010. Statements received after this date and time will not be reviewed. All questions concerning this Sources Sought Announcement must be submitted via e-mail to Tammy.McLeod@do.treas.gov. No contract will be awarded on the basis of capability statements received in response to this Sources Sought Announcement. No feedback or evaluations will be provided to companies regarding their individual capability statement. The information requested by this Sources Sought Announcement will be used within the Department of the Treasury to facilitate decision-making and will not be disclosed outside the agency. Please note that Treasury will NOT be responsible for any costs incurred by interested parties in responding to this request for information. Telephone requests or inquiries will not be accepted.
